Any State Party to this Convention may propose amendments to the Convention.

The Conference calls upon States which are not parties to this Convention to ratify, accept, approve or accede to, as appropriate, the Convention, thus contributing to the achievement of universal adherence to the Convention.
ويطلب المؤتمر إلى الدول غير الأطراف في هذه الاتفاقية أن تصدِّق عليها أو تقبلها أو توافق عليها أو تنضم إليها، حسب الاقتضاء، مساهمة بذلك في تحقيق الانضمام العالمي إلى الاتفاقية.

(a) If a State Party to the present Protocol considers that another State Party is not fulfilling its obligations under the Covenant, it may, by written communication, bring the matter to the attention of that State Party.
(أ) إذا رأت دولة طرف في هذه الاتفاقية أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد، جاز لها أن توجه نظر تلك الدولة الطرف إلى ذلك برسالة مكتوبة.

All States parties to that Convention should participate in the Conference of Plenipotentiaries to consider amendments aimed at strengthening the Convention.
وينبغي لجميع الدول الأطراف في هذه الاتفاقية أن تشترك في مؤتمر المفوضين للنظر في التعديلات الرامية إلى تعزيز الاتفاقية.

Any State Party to this Convention may propose amendments to this Convention. Amendments shall enter into force for each State Party to the Convention accepting the amendments upon their acceptance by a majority of the States Parties to the Convention and thereafter for each remaining State Party to the Convention on the date of acceptance by it.
لأية دولة من الدول الأطراف في هذه الاتفاقية أن تقترح إدخال تعديلات عليها وتصبح التعديلات نافذة، بالنسبة إلى كل دولة تقبلها من الدول الأطراف، متى نالت قبول أغلبية الدول الأطراف في الاتفاقية، وبعد ذلك تصبح نافذة، بالنسبة إلى كل دولة باقية من الدول الأطراف، ابتداء من تاريخ قبول هذه الدولة لها.

A State Party to this Convention may submit to the Committee communications to the effect that another State Party is not fulfilling its obligations under this Convention.
يجوز لدولة طرف في هذه الاتفاقية أن تقدم إلى اللجنة بلاغات تفيد بأن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.

A State Party to this Convention may at any time declare that it recognizes the competence of the Committee to receive and consider communications in which a State Party claims that another State Party is not fulfilling its obligations under this Convention.
يجوز لأي دولة طرف في هذه الاتفاقية أن تعلن، في أي وقت، اعترافها باختصاص اللجنة بتلقي وبحث بلاغات تزعم دولة طرف بموجبها أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.
