2. A protected area may be defined as an area of land and/or sea especially dedicated to the protection and maintenance of biological diversity, and of natural and associated cultural values, and managed through legal or other effective means.

At the Cartagena Summit, the States Parties noted that several States Parties that were in the process of implementing article 5, that have retained anti-personnel mines for permitted purposes and/or that have not yet reported having taken legal or other measures in accordance with article 9 were not up to date in providing transparency information as required.
