While, in their early days, human rights and refugee law and mechanisms developed somewhat separately, their overlapping recognition of the inherent dignity of displaced women, men and children and the imperative to ensure their safety and well-being in the face of danger and the loss of their homes and communities have brought both the law and mechanisms together in fruitful ways.
وإذا كان كل من قانون حقوق الإنسان وقانون اللاجئين والآليات المتصلة بحقوق الإنسان واللاجئين قد تطور في البداية بصورة مستقلة إلى حد ما، فإن اعترافها المشترك بما للنساء والرجال والأطفال المشردين من كرامة أصيلة وبضرورة ضمان أمن ورفاه هؤلاء الأشخاص تصدياً لما يواجهونه من مخاطر وفقدان لديارهم ومجتمعاتهم، قد جمع بين تلك القوانين والآليات بصورة ناجعة.

The report underscored that human rights law and refugee law, as developed over the decades, took proper account of the security concerns of States, and that addressing terrorism did not justify the revamping of standards and principles of international protection.
وأكد التقرير أن قانون حقوق الإنسان وقانون اللاجئين بتطورهما عبر العقود راعا على نحو صحيح الشواغل الأمنية للدول، وأن التصدي للإرهاب لا يبرر تنقيح معايير ومبادئ الحماية الدولية.

The Committee recommends that the State party ensure that specialized training and internal guidelines for police, border guards and other law enforcement authorities make them aware of their obligations under human rights and refugee law so that they may treat asylum-seekers in a more humane and culturally sensitive manner and that perpetrators of ill-treatment are investigated, prosecuted and convicted.
توصي اللجنة الدولة الطرف بأن تحرص بحيث يؤدي ما تقدمه من تدريب متخصص ومبادئ توجيهية داخلية إلى توعية أفراد الشرطة وحرس الحدود وسلطات إنفاذ القانون الأخرى بالتزاماتهم بموجب قانون حقوق الإنسان وقانون اللاجئين كي يعاملوا طالبي اللجوء بطريقة أكثر إنسانية وأكثر مراعاة للاعتبارات الثقافية، وأن تضمن التحقيق مع المسؤولين عن هذه الأعمال ومحاكمتهم وإدانتهم.

توصي اللجنة الدولة الطرف بأن تضمن توعية الشرطة وحرس الحدود وغيرهما من سلطات إنفاذ القانون، من خلال تدريب متخصص ومبادئ توجيهية داخلية، بالتزاماتهم بموجب قانون حقوق الإنسان وقانون اللاجئين كي يعاملوا طالبي اللجوء بطريقة أكثر إنسانية وأكثر مراعاة للاعتبارات الثقافية، وأن تضمن التحقيق مع من يسيئون معاملتهم ومحاكمتهم وإدانتهم.

(a) To take the necessary measures to ensure the full and effective implementation of the provisions of human rights and refugee law relating to the safety and security of United Nations and associated personnel, as well as relevant principles and rules of international humanitarian law;
(أ) اتخاذ التدابير اللازمة لكفالة التنفيذ الكامل والفعال لأحكام قانون حقوق الإنسان وقانون اللاجئين المتعلقة بسلامة وأمن موظفي الأمم المتحدة والأفراد المرتبطين بها، علاوة على مبادئ وقواعد القانون الإنساني الدولي ذات الصلة؛

The draft resolution calls upon the relevant United Nations entities to continue to facilitate the promotion and protection of human rights and fundamental freedoms while countering terrorism, and recalls that all measures to prevent and combat terrorism must be undertaken in compliance with international law, in particular human rights and refugee law, as well as with international humanitarian law.
ويطلب مشروع القرار إلى كيانات الأمم المتحدة ذات الصلة مواصلة تيسير تعزيز حقوق الإنسان والحريات الأساسية وحمايتها، في الوقت الذي تقوم فيه بمكافحة الإرهاب، ويذكر بأن جميع التدابير المتخذة لمنع الإرهاب ومكافحته يجب أن تكون وفقا للقانون الدولي، وخاصة قانون حقوق الإنسان وقانون اللاجئين والقانون الإنساني الدولي.

(d) Continue to abide by international human rights law and international law concerning refugees, ensure effective implementation measures and build capacity among law enforcers, including by means of training on human rights and refugee law for border officials, and raise awareness among the public to nurture sympathy and understanding for those who seek refuge;
(د) مواصلة التقيد بالقانون الدولي لحقوق الإنسان والقانون الدولي المتعلق باللاجئين، وضمان اتخاذ تدابير تنفيذبة فعالة، وبناء قدرات الموظفين المكلفين بإنفاذ القوانين، بوسائل منها توفير التدريب على قانون حقوق الإنسان وقانون اللاجئين لموظفي الحدود، وتوعية الجمهور لتعزيز المشاركة الوجدانية والتعاطف مع ملتمسي اللجوء؛
