In expressing consent to be bound by a treaty, States have in their mind a certain understanding of the terms used in that treaty.
فحين تعرب الدول عن قبول الالتزام بمعاهدة، يكون في أذهانها فهم معين للتعابير المستخدمة في تلك المعاهدة.

3. A State or entity referred to in article 3 may express its consent to be bound by this Agreement by:

وذُكر أن التطبيق المؤقت للمعاهدة ليس تعبيرا في حد ذاته عن قبول الالتزام بها، كما أنه لا يؤدي إلى التزام بالإعلان عن قبول الالتزام بها.
