119- وقيل إنَّ الغرض هو وضع نظام للتسوية بالاتصال الحاسوبي المباشر يعمل على الصعيد العالمي ويراعي احتياجات البلدان النامية، وإنَّه يلزم فيه التوصل إلى قرارات نهائية وملزمة بغية ضمان امتثال المنشآت التجارية لقرار التسوية، حيث إنَّ المستهلك سيضطر، في حال عدم صدور قرار تحكيمي ملزم، إلى السعي إلى الانتصاف من خلال المحاكم.
