46- واتُّفق في مؤتمر قمة كارتاخينا على أن تقوم الدول الأطراف التي لم تقدم تقريرها الأولي بموجب المادة 7 على الفور بالتزامها بتقديم التقارير الأولية المتعلقة بالشفافية بموجب المادة 7 وتحديثها سنوياً.

At the Cartagena Summit, it was agreed that all States Parties will regularly review the number of anti-personnel mines retained for purposes permitted under Article 3 of the Convention to ensure that it constitutes the minimum number absolutely necessary for these purposes and destroy all those exceeding that number.
واتُفق في قمة كارتاخينا على أن تقوم جميع الدول الأطراف باستعراض منتظم لعدد الألغام المضادة للأفراد المحتفظ بها للأغراض المسموح بها بموجب المادة ٣ من الاتفاقية لضمان ألا يتجاوز عددها الحد الأدنى الضروري بصورة مطلقة لهذه الأغراض، وتدمير جميع الألغام التي تزيد على ذلك العدد.

It was recalled that at the Cartagena Summit, it was agreed that States Parties that have missed their deadlines for completion of obligations under Article 4 will provide an expected completion date.
وجرت الإشارة إلى الاتفاق في قمة كارتاخينا على أن الدول الأطراف التي لم تفِ ضمن المواعيد النهائية المحددة لها بالتزاماتها بموجب المادة 4 يتعين عليها أن تحدد التاريخ المتوقع للوفاء بهذه الالتزامات.

5. Given their resolve to achieve universal adherence to the Convention and its norms, the States Parties agreed at the Cartagena Summit to seize every opportunity to promote ratification of and accession to the Convention, particularly in regions with low adherence to the Convention and to promote and encourage adherence to the norms of the Convention.
5- ولما كانت الدول الأطراف عازمة على تحقيق الانضمام إلى الاتفاقية والتقيد بقواعدها على نطاق عالمي، فقد وافقت في قمة كارتاخينا على اغتنام جميع الفرص للتشجيع على التصديق على الاتفاقية والانضمام إليها، وخاصة في المناطق التي تتسم بقلة الانضمام إلى الاتفاقية، ولتعزيز التقيد بقواعد الاتفاقية والتشجيع عليه.

In this context, at the Cartagena Summit the States Parties agreed to call upon the Coordinating Committee to review the operation and status of Intersessional Work Programme, with the Chair of the Coordinating Committee consulting widely on this matter and, if necessary, recommendations to the 10MSP.

139. At the Cartagena Summit, it was agreed that States Parties that have not developed national implementation measures will, as a matter of urgency, develop and adopt legislative, administrative and other measures in accordance with Article 9, to fulfil their Convention obligations under this Article and thereby contributing to full compliance with the Convention.
139- اتُفق في قمة كارتاخينا على أن الدول الأطراف التي لم تضع تدابير وطنية للتنفيذ ستقوم، على سبيل الاستعجال، بوضع واعتماد تدابير تشريعية وإدارية وغير ذلك من التدابير تمشياً مع المادة 9 من أجل الوفاء بالتزاماتها بموجب هذه المادة ومن ثم الإسهام في الامتثال التام للاتفاقية.

11. At the Cartagena Summit, it was agreed that States Parties that have not developed national implementation measures will, as a matter of urgency, develop and adopt legislative, administrative and other measures in accordance with Article 9, to fulfil their Convention obligations under this Article and thereby contributing to full compliance with the Convention.
29- اتُفق في قمة كارتاخينا على أن تسارع الدول الأطراف، التي لم تضع تدابير وطنية للتنفيذ، إلى وضع واعتماد تدابير تشريعية وإدارية وغير ذلك من التدابير تمشياً مع المادة 9 من أجل الوفاء بالتزاماتها بموجب هذه المادة من الاتفاقية، ومن ثم الإسهام في الامتثال التام للاتفاقية.
