In addition, the Convention called for the implementation of the most conducive provisions for the realization of the rights of the child, and had therefore to be considered in conjunction with other relevant international instruments, namely the Beijing Rules, the Riyadh Guidelines and the Rules for the Protection of Juveniles Deprived of their Liberty.

٥٨٣ - ومن دواعي قلق اللجنة الحالة المتعلقة بإدارة قضاء اﻷحداث وبخاصة مدى اتفاقها مع المادتين ٧٣ و ٠٤ من الاتفاقية وسائر المعايير ذات الصلة مثل قواعد بيجينغ ومبادئ الرياض التوجيهية وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المحرومين من حريتهم.

68. The Committee recommends that the State party envisage undertaking a comprehensive reform of the juvenile justice system in the spirit of the Convention, in particular articles 37, 39, and 40, and relevant United Nations standards in this field such as the " Beijing Rules " , the " Riyadh Guidelines " and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
٨٦- وتوصي اللجنة بأن تفكر الدولة الطرف في الاضطلاع بإصلاح شامل لنظام قضاء اﻷحداث انطلاقاً من روح الاتفاقية، ولا سيما المواد ٧٣ و٩٣ و٠٤، ومعايير اﻷمم المتحدة ذات الصلة في هذا الميدان مثل " قواعد بيجينغ " و " مبادئ الرياض التوجيهية " وقواعد اﻷمم المتحدة لحماية اﻷحداث المجردين من حريتهم.

252. The situation of the system of the administration of juvenile justice, and in particular the lack of compatibility with articles 37 and 40 of the Convention as well as other relevant standards such as the " Beijing Rules " , the " Riyadh Guidelines " and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, is a matter of concern to the Committee.
٢٥٢- ومن دواعي قلق اللجنة أيضاً، حالة نظام إدارة قضاء اﻷحداث، لا سيما عدم الاتساق مع المادتين ٧٣ و٠٤ من الاتفاقية وكذلك المعايير اﻷخرى ذات الصلة مثل " قواعد بيجينغ " ، و " مبادئ الرياض التوجيهية " وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المجردين من حريتهم.

264. In the field of the administration of juvenile justice, the Committee recommends that legal reform be pursued and take fully into account the Convention on the Rights of the Child, in particular articles 37, 39 and 40, and other relevant international standards in this field, such as the " Beijing Rules " , the " Riyadh Guidelines " and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
٤٦٢- وفي ميدان إدارة قضاء اﻷحداث، توصي اللجنة بمواصلة اﻹصلاح القانوني وبإيلاء اعتبار كامل لاتفاقية حقوق الطفل، لا سيما المواد ٧٣ و٨٣ و٠٤، وغيرها من المعايير الدولية ذات الصلة في هذا الميدان، مثل " قواعد بيجينغ " و " مبادئ الرياض التوجيهية " وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المجردين من حريتهم.

4. Finally, it should be noted that the Ministry of Internal Affairs has organized the education of its officials according to the United Nations Standard Minimum Rules for the Administration of Juveniles Justice (the Beijing Rules).
٤- وأخيراً، تجدر اﻹشارة إلى أن وزارة الشؤون الداخلية نظمت طرق تثقيف موظفيها وفقاً لقواعد اﻷمم المتحدة النموذجية الدنيا ﻹدارة شؤون قضاء اﻷحداث )قواعد بيجينغ(.

This principle has been embodied and reiterated in other international instruments, such as the Convention on the Rights of the Child, the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (“the Beijing Rules”) and the Safeguards guaranteeing protection of the rights of those facing the death penalty.
وكُرس هذا المبدأ وأعيد تأكيده في صكوك دولية أخرى مثل اتفاقية حقوق الطفل وقواعد اﻷمم المتحدة النموذجية الدنيا ﻹدارة شؤون قضاء اﻷحداث " قواعد بيجينغ " والضمانات التي تكفل حماية حقوق الذين يواجهون عقوبة اﻹعدام.

121. The situation in relation to the administration of juvenile justice and in particular its compatibility with articles 37 and 40 of the Convention as well as other relevant standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty is a matter of concern to the Committee.
١٢١- ومن دواعي قلق اللجنة الحالة المتعلقة بإدارة قضاء اﻷحداث وبخاصة مدى اتفاقها مع المادتين ٧٣ و٠٤ من الاتفاقية وسائر المعايير ذات الصلة مثل قواعد بيجينغ ومبادئ الرياض التوجيهية وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المحرومين من حريتهم.

57. 241. ٢٤١ - ومن دواعي قلق اللجنة أيضا، حالة نظام إدارة قضاء اﻷحداث، لا سيما عدم الاتساق مع المادتين ٧٣ و٠٤ من الاتفاقية وكذلك المعايير اﻷخرى ذات الصلة مثل " قواعد بيجينغ " ، و " مبادئ الرياض التوجيهية " وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المجردين من حريتهم.

253. ٢٥٣ - وفي ميدان إدارة قضاء اﻷحداث، توصي اللجنة بمواصلة اﻹصلاح القانوني وبإيلاء اعتبار كامل لاتفاقية حقوق الطفل، لا سيما المواد ٧٣ و٨٣ و٠٤، وغيرها من المعايير الدولية ذات الصلة في هذا الميدان، مثل " قواعد بيجينغ " و " مبادئ الرياض التوجيهية " وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المجردين من حريتهم.

270. The Committee is of the opinion that the system of the administration of juvenile justice in the State party must be guided by the provisions of articles 37 and 40 of the Convention on the Rights of the Child as well as relevant international standards in this field, including the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
٢٧٠ - وترى اللجنة أن يُستهدى في نظام إدارة قضاء اﻷحداث في الدولة الطرف بأحكام المادتين ٣٧ و ٤٠ من اتفاقية حقوق الطفل وغيرها من المعايير الدولية ذات الصلة في هذا الميدان، ومنها قواعد بيجينغ ومبادئ الرياض التوجيهية وقواعد اﻷمم المتحدة لحماية اﻷحداث المحرومين من حريتهم.

308. The system of administration of juvenile justice should be guided by the provisions of articles 37 and 40 of the Convention on the Rights of the Child as well as other relevant international standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
٣٠٨ - وينبغي الاسترشاد في نظام إدارة قضاء اﻷحداث بأحكام المادتين ٣٧ و ٤٠ من اتفاقية حقوق الطفل وغير ذلك من المعايير الدولية اﻷخرى ذات الصلة، مثل قواعد بيجينغ ومبادئ الرياض التوجيهية وقواعد اﻷمم المتحدة لحماية اﻷحداث المحرومين من حريتهم.

The main priority has been to secure their separation from adult prisoners, in accordance with the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules).
وتتمثل اﻷولوية الرئيسية في عزلهم عن السجناء البالغين، وفقا لقواعد اﻷمم المتحدة النموذجية الدنيا لادارة شؤون قضاء اﻷحداث ) " قواعد بيجينغ " (.

173. The situation of the administration of juvenile justice and in particular its compatibility with articles 37 and 40 of the Convention, as well as other relevant standards such as the " Beijing Rules " , the " Riyadh Guidelines " and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, is a matter of concern to the Committee.
٣٧١- ومن المسائل التي تثير قلق اللجنة حالة إدارة قضاء اﻷحداث، لا سيما عدم توافقها مع أحكام المادتين ٧٣ و٠٤ من الاتفاقية وغيرهما من المعايير اﻷخرى ذات الصلة مثل " قواعد بيجينغ " و " مبادئ الرياض التوجيهية " ، و " قواعد اﻷمم المتحدة بشأن حماية اﻷحداث المجرّدين من حريتهم " .

12. Urges States to take fully into account, in their national legislation and practice, and disseminate widely the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines), the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules) and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty;
٢١- تحــث الدول على أن تولي اعتبارا كاملا لمبادئ اﻷمم المتحدة التوجيهية لمنع جنوح اﻷحداث )مبادئ الرياض التوجيهية( وقواعد اﻷمم المتحدة النموذجية الدنيا ﻹدارة شؤون قضاء اﻷحداث )قواعد بيجينغ( وقواعد اﻷمم المتحدة لحماية اﻷحداث المجردين من حريتهم، وأن تنشر هذه المبادئ والقواعد على نطاق واسع؛

It pledges that the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines), the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules) and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty will be fully taken into account in its national legislation and practice and will be widely disseminated.
وهي تتعهد بأن تضع موضع الاعتبار الكامل في تشريعاتها الوطنية وممارساتها وأن تنشر على نطاق واسع مبادئ اﻷمم المتحدة التوجيهية لمنع جنوح اﻷحداث )مبادئ الرياض التوجيهية( وقواعد اﻷمم المتحدة لحماية اﻷحداث المجردين من حريتهم )قواعد بيجينغ( وقواعد اﻷمم المتحدة لحماية اﻷحداث المجردين من حريتهم.
