488. It was clearly understood that, while norms of jus cogens and obligations arising under Article 103 of the Charter addressed aspects of hierarchy, obligations erga omnes were more concerned with the scope of application of norms, rather than hierarchy.
488- ومن المفهوم أنه في حين تتناول القواعد الآمرة والالتزامات الناشئة بموجب المادة 103 من الميثاق جوانب من التسلسل الهرمي، فإن الالتزامات قِبَل الكافة تُعنى أكثر بنطاق انطباق القواعد وليس تسلسلها الهرمي.

The Advisory Opinion of the ICJ on the Legal Consequences of Construction of a Wall in the Occupied Palestinian Territory makes it clear that Israel is bound to comply with its obligations to respect the right of the Palestinian people to self-determination and under international humanitarian law and international human rights law as obligations erga omnes.
