14. Urges the Russian Federation to take all necessary measures to ensure the protection of the internally displaced persons and to provide them with the basic necessities for daily subsistence, as well as to provide housing and restore public services as a matter of urgency;

(c) Take all measures to guarantee protection of refugee children in line with international human rights and refugee law, while taking into account the Committee's general comment No. 6 (2005) on the treatment of unaccompanied and separated children outside their country of origin.

For instance, the Convention on the Rights of Persons with Disabilities requires, in article 11, that States take " all necessary measures to ensure the protection and safety of persons with disabilities in situations of risk, including ... the occurrence of natural disasters " .

The Committee recalls that, under the Convention on the Rights of Persons with Disabilities, States are to take all necessary measures to ensure the protection and safety of persons with disabilities in situations of risk, and natural disaster like the occurrence of this earthquake, and therefore a disability perspective should be included in all humanitarian relief efforts to meet the needs of the disabled.
