189. With regard to future plans, the Authority's proposed plan for 1998 includes numerous projects in all the governorates for the above-mentioned categories, as detailed below:
189- وفيما يخص الخطط المستقبلية، فقد وضعت المؤسسة في خطتها المقترحة لعام 1998 العديد من المشاريع في كافة المحافظات لمختلف الفئات الواردة أعلاه كما يلي:

(f) Construction of 34 rural hospitals, 168 health centres and 674 health units in all the governorates.
)و( بناء ٤٣ مستشفى ريفي و٨٦١ مركز صحي و٤٧٦ وحدة صحية في كافة المحافظات.

As part of the reform programme, business centres were established in all governorates to assist investors in business start-up and promotion.
واستُحدثت مراكز لﻷعمال التجارية في كافة المحافظات كجزء من برنامج اﻹصلاح لمساعدة المستثمرين على إنشاء المشاريع التجارية وتعزيزها.

360- وبذلك يبلغ إجمالي النساء الريفيات المستفيدات من القروض ضمن مشاريع الإقراض لوزارة الزراعة 160 17 مستفيدة وإجمالي القرى المستهدفة 658 قرية في كافة المحافظات.

In a statement issued on 23 February 2014, the Government affirmed that it would continue to cooperate with the United Nations in order to provide and deliver humanitarian aid to those affected by the crisis in all governorates of Syria without distinction.

166. A survey carried out in 1991 by an international team from Harvard University, which is regarded as one of the most significant studies carried out after the embargo since it covered all the governorates and was conducted without the participation of the Iraqi Government, showed that:
٦٦١ - دراسة جامعة هارفرد ١٩٩١ التي تُعد احدى أهم الدراسات التي أجريت بعد الحصار لشمولها كافة المحافظات وقام بها فريق دولي من الجامعة المذكورة ودون مشاركة من جانب الحكومة العراقية وأظهرت الدراسة ما يلي:

Although the Government announced that registration of the internally displaced would cease as from March 2010, it again asked for assistance from humanitarian agencies to assess the situation of internally displaced persons in all the governorates. It decided that there was a need for a national strategy to combat internal displacement.
على الرغم من إعلانها وقف عملية تسجيل النازحين داخلياً اعتباراً من أواخر آذار/مارس 2010، عاودت الحكومة طلب المساعدات من الوكالات الإنسانية للتحقق من أوضاع النازحين داخلياً المسجلين في كافة المحافظات ورأت الحكومة بضرورة وجود استراتيجية وطنية للتصدي لحالة النزوح الداخلي.

The main institutions responsible for giving effect to this right are the Ministry of Public Works and Housing, which executes and oversees housing projects, and the Housing and Urban Development Corporation which carries out numerous housing projects and concludes partnership agreements with private investors to deliver homes to families on low and limited incomes, with the support of the Government in all the governorates.
ومن أهم المؤسسات التي أنيط بها تنفيذ هذا الحق وزارة الإشغال العامة والإسكان حيث تتولى التنفيذ والإشراف على المشاريع السكنية، والمؤسسة العامة للإسكان والتطوير الحضري التي تقوم بتنفيذ مشاريع إسكانية عديدة، وتقوم بعقد اتفاقيات شراكة مع مستثمرين من القطاع الخاص لتوفير المساكن لذوي الدخل المتدني والمحدود بدعم من الحكومة في كافة المحافظات.
