7. Ms. Kafeero (Uganda), introducing draft resolution A/C.3/66/L.17 on behalf of the African Group, said that the text updated General Assembly resolution 65/231 on the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI).

34. Mr. Kafeero (Uganda) said that his delegation regretted that despite international and regional efforts the peace process was deadlocked, leading to more violence.

32. Mr. Kafeero (Uganda) said that, in accordance with the alienable right of self-determination and the Charter of the United Nations, only the Sahrawi people could and should decide their own destiny, without conditions of any kind.

34. Mr. Kafeero (Uganda) said that the number and scope of United Nations peacekeeping operations was at the highest level ever, stretching the capacity of the system.

71. Mr. Kafeero (Uganda) commended the New Horizon Initiative, which had afforded an opportunity to take a more concerted and comprehensive approach at all levels, and welcomed the global field support strategy, in particular the new global and regional approach.

Ms. Awino Kafeero (Uganda): Uganda is taking the floor on behalf of the member States of the Organization of the Islamic Conference to introduce oral amendments to operative subparagraph 6 (b) of draft resolution XV. We would like to propose inserting the phrase " peoples under foreign occupation " , before the word " refugees " .
