1. Pursuant to article 5.1, each State Party " undertakes to destroy or ensure the destruction of all anti-personnel mines in mined areas under its jurisdiction or control, as soon as possible but not later than ten years after the entry into force of this Convention for that State Party " .
1- عملاً بالمادة 5-1، تتعهد كل دولة طرف " بتدمير أو ضمان تدمير كل الألغام المضادة للأفراد في المناطق الملغومة المشمولة بولايتها أو الخاضعة لسيطرتها، في أقرب وقت ممكن، على ألا يتعدى ذلك عشر سنوات من بدء نفاذ الاتفاقية بالنسبة إلى تلك الدولة الطرف " .

In accordance with Article 5, paragraph 1, of the Convention, Serbia has an obligation to destroy or ensure the destruction of all anti-personnel mines in mined areas under its jurisdiction or control, as soon as possible, but not later than ten years after the entry into force of the Convention (1 March 2014).

7. Considering it impossible to destroy or ensure the destruction of all anti-personnel mines in the mined area in Madama or to conduct the planned investigations to confirm whether anti-personnel mines are present in the suspect areas before the Thirteenth Meeting of the States parties, Niger requests an extension of the deadline until 31 December 2015.
7- ولأن النيجر يرى من غير الممكن القيام، قبل انعقاد الاجتماع الثالث عشر للدول الأطراف، بتدمير، أو طلب تدمير، كل الألغام المضادة للأفراد في منطقة ماداما الملغومة، ومن غير الممكن تأكيد أو نفي وجود ألغام مضادة للأفراد في المناطق عن طريق عمليات التفتيش المقرّر إجراؤها في المناطق المشتبه في احتوائها على ألغام، فإنه يطلب تمديد الأجل حتى 31 كانون الثاني/يناير 2015.

65. Since the Nairobi Summit, States Parties have begun to make use of the provisions in Article 5, paragraphs 3-5, that permit a State Party, should it believe that it will be unable to destroy or ensure the destruction of all anti-personnel mines in mined areas that it has reported not later than 10 years after the entry into force for the State Party, to submit a request for an extension of this 10-year deadline.
65- ومنذ مؤتمر قمة نيروبي، بدأت الدول الأطراف تستخدم الأحكام الواردة في الفقرات 3-5 من المادة 5، التي تأذن لأي دولة طرف، إذا رأت أنها لن تكون قادرة على تدمير أو كفالة تدمير كل الألغام المضادة للأفراد في المناطق الملغومة التي أبلغت عنها في مهلة لا تتجاوز 10 سنوات بعد بدء نفاذ الاتفاقية بالنسبة إلى الدولة الطرف، بتقديم طلب لتمديد هذه المهلة المحددة بعشر سنوات.

My delegation believes that the process initiated by the Ottawa Convention cannot achieve the complete eradication of all anti-personnel mines throughout the world as long as there are Governments that refuse to accede to the Convention or to comply with its provisions.
