Mr. Kengo Wa Dondo, Prime Minister of the Transitional Government of the Republic of Zaire, was escorted to the rostrum.

As explained to the Special Rapporteur by Prime Minister Kengo, the arrest was prompted by an extradition request made by the present Government of Burundi.
وكما بين رئيس الوزراء كنغو للمقرر الخاص كان الباعث على القبض عليهم طلب تسليم من الحكومة الحالية في بوروندي.

Accredited diplomats abroad told the Special Rapporteur that their staff had not been paid for 30 months. In the past, delays had been as long as two years, but the Kengo Government has been putting the situation in order, so that currently the delay is two to three months.
وذكر دبلوماسيون معتمدون في الخارج للمقرر الخاص أن موظفيهم لم يقبضوا رواتبهم منذ ٠٣ شهراً وفي الماضي كان التأخير يطول ليصل إلى سنتين، إلا أن حكومة كنغو تسعى إلى وضع اﻷمور في نصابها فأضحت مدة التأخير اليوم لا تتجاوز ما يتراوح بين شهرين وثلاثة شهور.

159. In this respect, the population has seen no change since the Kengo Government took power.

188. On 5 August 1994, the Government ordered the release of political prisoners, and the vast majority of cases submitted to the Special Rapporteur predate Kengo's seizure of power on 14 July 1994.

It is praiseworthy on the part of Prime Minister Kengo to have ordered the closure of a number of jails for failure to meet standards, but less so that they should have been opened shortly afterwards with no material improvement of their infrastructure.
ومما يُحمد لرئيس الوزراء كنغو أمره بإغلاق سلسلة من المراكز المعروفة باسم " amigos " ﻷنها تخالف اللوائح؛ ولكن أعيد فتحها بعد وقت قصير دون أن يطرأ تحسن ملموس على هيكلها اﻷساسي.

On 1 March, he seized Kindu, cutting off communication between Kinshasa and Shaba; on 14 March he took Kisangani, despite Prime Minister Kengo's assurances two days earlier that it would not fall.

However, the State party, while referring to the Special Rapporteur's report on Zaire, submits that there seems to have been a change for the better since the appointment of Mr. Kengo Wa Dondo as Prime Minister on 14 June 1994.

3. As has already been announced by the Prime Minister of Zaire Kengo Wa Dondo, Rwandese military personnel who are in Zaire will be disarmed, where this step has not already been taken, and they will be confined to barracks.
