وإذ تحيط علما بالملاحظات الختامية التي أبدتها هيئات رصد المعاهدات المنشأة بموجب المعاهدات الأربع التي تعد جمهورية كوريا الشعبية الديمقراطية طرفا فيها، وأحدثها الملاحظات التي أبدتها اللجنة المعنية بالقضاء على التمييز ضد المرأة في تموز/يوليه 2005()،

While welcoming the fact that the Democratic People's Republic of Korea is a party to various human rights treaties and that it has engaged with the monitoring bodies under those treaties, as well as adopting some key reforms of its domestic law such as its criminal law, there is still a huge gap between formal recognition of human rights and substantive implementation of human rights in the country.
ورغم الترحيب بكون جمهورية كوريا الشعبية الديمقراطية طرفا في مختلف معاهدات حقوق الإنسان ومشاركتها في هيئات الرصد المنشأة بموجب تلك المعاهدات، فضلا عن اعتمادها لبعض الإصلاحات الرئيسية في قوانينها المحلية مثل القانون الجنائي، فلا تزال هناك فجوة هائلة بين الاعتراف الرسمي بحقوق الإنسان وإعمالها الموضوعي في البلد.

First, on the constructive side, the Democratic People's Republic of Korea is a party to four key human rights treaties -- the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.
