At the tenth session, the following results were achieved with respect to guidance from the COP to the operating entity or entities:
٢١- تحققت، أثناء الدورة العاشرة، النتائج التالية فيما يتعلق بالتوجيهات من مؤتمر اﻷطراف إلى كيان أو كيانات التشغيل:

“Receiving Entity” or “Receiving Entities” entity or entities being the recipient(s) of the Funds Raised,

(v) The operating entity or entities of the financial mechanism should strive to leverage other funds in support of the activities of developing country Parties to address climate change;
`٥ ' يسعى كيان أو كيانات تشغيل اﻵلية المالية، إلى أقصى حد، إلى دفع الصناديق اﻷخرى إلى دعم أنشطة البلدان النامية اﻷطراف الهادفة إلى التصدي لتغير المناخ؛

2. Consider the report from the operating entity or entities of the financial mechanism; and make recommendations thereon to the Conference of the Parties;
٢ - النظر في التقرير المقدم من كيان أو كيانات تشغيل اﻵلية المالية وتقديم توصيات عن ذلك إلى مؤتمر اﻷطراف؛

The term " operator " means any person or persons, entity or entities in command or control of the activity, or any part thereof at the time of the incident.
4 - يعني مصطلح " المشغِّل " أي شخص أو أشخاص أو كيان أو كيانات تدير أو تسيطر على النشاط أو أي جزء منه في وقت وقوع الحادثة.

In the context of the implementation of Article 4, paragraph 1, of the Convention, in accordance with the provisions of Article 4, paragraph 3, and Article 11 of the Convention, and through the entity or entities entrusted with the operation of the financial mechanism of the Convention, the developed country Parties and other developed Parties included in Annex II to the Convention shall:
٢- تقوم البلدان المتقدمة اﻷطراف وسائر البلدان اﻷطراف المتقدمة المدرجة في المرفق الثاني بالاتفاقية، في سياق تنفيذ الفقرة ١ من المادة ٤ من الاتفاقية، وفقا ﻷحكام الفقرة ٣ من المادة ٤ والمادة ١١ من الاتفاقية، ومن خلال كيان أو كيانات يناط بها تشغيل اﻵلية المالية للاتفاقية، بما يلي:

Guidance from the COP to the operating entity or entities, and, in this regard, eligibility criteria, programme priorities, policies and " agreed full incremental costs " ;
)أ( التوجيه من مؤتمر اﻷطراف إلى كيان أو كيانات التشغيل، وفي هذا الصدد، معايير التأهيل واﻷولويات البرنامجية والسياسات و " التكاليف اﻹضافية الكاملة المتفق عليها " ؛

Conclusions reached by the Committee at its eighth, ninth and tenth sessions on guidance from the COP to the operating entity or entities are given in the report on the tenth session (A/AC.237/76, paras. 81-88).
٣١- وترد الاستنتاجات التي توصلت إليها اللجنة في دوراتها الثامنة والتاسعة والعاشرة بصدد التوجيهات من مؤتمر اﻷطراف إلى كيان أو كيانات التشغيل في التقرير عن الدورة العاشرة )الفقرات ١٨-٨٨ من A/AC.237/76(.

accountability - implementation of SAICM is most likely to be successful if some entity (or entities) is responsible for facilitating implementation;

The SBI will provide advice to the COP on policies, eligibility criteria and programme priorities relating to the financial mechanism and, on request, provide advice on the financial mechanism and on the reports of the operating entity or entities, and make recommendations related to the arrangements for the operational linkages between the COP and the operating entity or entities.
٧١- ستقوم الهيئة الفرعية للتنفيذ بتقديم المشورة الى مؤتمر اﻷطراف بشأن السياسات ومعايير اﻷهلية واﻷولويات البرنامجية المتصلة باﻵلية المالية كما ستقوم بتوفير المشورة، بناء على طلبها، بشأن اﻵلية المالية وبشأن تقارير كيان أو كيانات التشغيل، وتقدم التوصيات المتصلة بالترتيبات الخاصة بالروابط التشغيلية بين مؤتمر اﻷطراف وكيان أو كيانات التشغيل.

Having defined at the eighth session a position it intends to recommend to the COP with respect to arrangements to be agreed with the operating entity or entities regarding accountability, reconsideration of funding decisions and reporting, the Committee may wish to focus its attention at the eleventh session on the following outstanding issues:
٠٢- وقد ترغب اللجنة، بعد أن حددت في دورتها الثامنة موقفا تعتزم أن توصي به مؤتمر اﻷطراف فيما يتعلق بالترتيبات التي سيتم الاتفاق عليها مع كيان أو كيانات التشغيل فيما يتعلق بالمساءلة، وإعادة النظر في مقررات التمويل وتقديم التقارير، قد ترغب في أن تركز انتباهها في الدورة الحادية عشرة على المسائل المتبقية التالية:
