Regular reports by the Chairman or secretariat of the operating entity to its governing body will be made available to the COP through its secretariat.
٠٢- تُتاح لمؤتمر اﻷطراف عن طريق أمانته، التقارير المنتظمة التي يحيلها رئيس أو أمانة كيان التشغيل الى مجلس إدارته.

The operating entity would communicate to the COP the amount of funding available to it over a given period.
٦٢- كيان التشغيل يبلغ مؤتمر اﻷطراف بمقدار التمويل المتاح له خلال فترة معينة.

Likewise, the participation of the representatives of the Convention in meetings of the governing body of an operating entity will be determined in accordance with the rules of procedure of that operating entity.
٤٣- وبالمثل، فإن مشاركة ممثلي الاتفاقية في اجتماعات مجلس إدارة كيان التشغيل سوف تحدد وفقاً للنظام الداخلي لذلك الكيان.

The guidance provided so far by the COP to the GEF, as the interim operating entity of the financial mechanism of the Convention, is contained in decisions 11/CP.1 and 11/CP.2.
٧٢- إن اﻹرشاد الذي وفره مؤتمر اﻷطراف لمرفق البيئة العالمية، بوصفه كيان التشغيل المؤقت لﻵلية المالية للاتفاقية، يرد في المقررين ١١/م أ-١ و١١/م أ-٢.

Within the financial mechanism of the Convention, the overall responsibility for the arrangement of funding for these activities lies with the GEF as the interim operating entity.
٥ - وفي إطار اﻵلية المالية للاتفاقية، تقع المسؤولية اﻹجمالية عن ترتيب توفير التمويل لهذه اﻷنشطة على عاتق مرفق البيئة العالمية بوصفه كيان التشغيل المؤقت.

In the event that the Conference of the Parties considers that this specific project decision does not comply with the policies, eligibility criteria and programme priorities established by the Conference of the Parties, it may ask the governing body of the operating entity for further clarification on this specific project decision and in due time ask for a reconsideration of that decision;
وإذا رأى مؤتمر اﻷطراف أن هذا المقرر المشاريعي المحدد لا يمتثل لما حدده من سياسات أو معايير لﻷهلية أو أولويات برنامجية، جاز له أن يطلب الى هيئة إدارة كيان التشغيل أن تقدم إيضاحات اضافية عن هذا المقرر المشاريعي المحدد وأن يطلب في الوقت المناسب إعادة النظر ي ذلك المقرر؛

)د( تُتاح لمؤتمر اﻷطراف عن طريق أمانته، التقارير المنتظمة التي يحيلها رئيس أو أمانة كيان التشغيل إلى مجلس إدارته.

It is to be noted that the Committee at its tenth session adopted decision 10/3 in which it conveyed to the interim operating entity conclusions reached on temporary arrangements between the Committee and the GEF.
ويلاحظ أن اللجنة قد اتخذت في دورتها العاشرة المقرر ٠١/٣ الذي أحالت فيه على كيان التشغيل المؤقت استنتاجات تم التوصل اليها بشأن الترتيبات المؤقتة بين اللجنة ومرفق البيئة العالمية.

In addition, the COP may bring to the attention of the operating entity any other matter relevant to the operation of the financial mechanism of the Convention.
٧١- وبالاضافة الى ذلك، لمؤتمر اﻷطراف أن يوجه انتباه كيان التشغيل الى أية مسألة أخرى ذات صلة بتشغيل اﻵلية المالية للاتفاقية.

The governing body of the operating entity has the responsibility of ensuring that funded projects related to the Convention are in conformity with the policies, programme priorities and eligibility criteria established by the COP.
٨١- تقع على عاتق مجلس ادارة كيان التشغيل مسؤولية ضمان تطابق المشاريع الممولة المتعلقة بالاتفاقية مع السياسات، واﻷولويات البرنامجية، ومعايير اﻷهلية التي يقررها مؤتمر اﻷطراف.

The funding decisions for specific projects should be agreed between the developing country Party concerned and the operating entity in conformity with policy guidance from the COP.
٩١- ينبغي الاتفاق على قرارات التمويل المتعلقة بمشاريع محددة بين البلد النامي الطرف المعني وبين كيان التشغيل وفقا للتوجيهات المتعلقة بالسياسة العامة والصادرة من مؤتمر اﻷطراف.

The COP, in order to facilitate the determination in a predictable and identifiable manner of the amount of funding necessary and available for the implementation of the Convention, could communicate to the operating entity relevant information, including the following:
٥٢- بغية تيسير عملية تحديد مبلغ التمويل اللازم والمتاح لتنفيذ الاتفاقية على نحو يمكن التنبؤ به ومعرفته، يمكن لمؤتمر اﻷطراف أن يبلغ كيان التشغيل بأية معلومات ذات صلة بما فيها ما يلي:

The COP could request the interim secretariat and later the Convention secretariat to prepare a draft arrangement in collaboration with the secretariat of an operating entity.
٧٣- يمكن لمؤتمر اﻷطراف أن يطلب الى اﻷمانة المؤقتة وفيما بعد الى أمانة الاتفاقية إعداد مشروع ترتيبات بالتعاون مع أمانة كيان التشغيل.

This could then be considered by a joint working party, including representatives of the COP and of the governing body of the operating entity, as well as their respective secretariats, to finalize the draft arrangements and make recommendations for consideration by the COP and the governing body of the operating entity.
وهذا يمكن أن ينظر فيه بعدئذ فريق عامل مشترك يضم ممثلين عن مؤتمر اﻷطراف وعن مجلس إدارة كيان التشغيل وكذلك أمانتي مؤتمر اﻷطراف وكيان التشغيل لوضع الصيغــة النهائيـــة لمشروع الترتيبات ووضع توصيات ينظر فيها مؤتمر اﻷطراف ومجلس ادارة كيان التشغيل.

The designated operational entity shall inform the project participants of any such concerns.
ويبلغ كيان التشغيل المعين المشاركين في المشروع بأية شواغل من هذا القبيل.
