President Kirchner (spoke in Spanish): At the outset, allow me to congratulate you, Sir, on your election to preside over the Assembly at this session.

Highlighting the main points of progress since Nestor Carlos Kirchner assumed the Presidency in May 2003, he said that the Government had begun to formulate policies that were grounded on human rights principles, in the hope of recovering the ethical purpose of the State, and restoring the legitimacy of democratic institutions.
