9. The Committee emphasizes that due consideration of children's views and other forms of information from children, in accordance with article 12, must be an integral part of its reporting functions.

22. Professionals should give due regard to the child's views and concerns and, if they are unable to accommodate them, should explain the reasons to the child.
22 - ينبغي للمهنيين أن يولوا الاعتبار الواجب لآراء الأطفال وشواغلهم، وإذا تعذر عليهم مراعاتها، فينبغي لهم أن يوضحوا للطفل أسباب ذلك.

A number of them also propose strategies to increase the attention given to the views of children.
ويقترح عدد من هذه البلدان استراتيجيات لزيادة الاهتمام الذي يولى لآراء الأطفال في هذا الشأن.

In this regard, the Committee recommends that the State party develop training programmes for local officials and other decision-makers to enable them to take adequately into consideration the opinions of children presented to them, with particular emphasis on involving and reaching vulnerable groups, such as children of ethnic minorities.
وفي هذا الصدد، توصي اللجنة بأن تعد الدولة الطرف برامج تدريبية للموظفين المحليين وغيرهم من صانعي القرار لتمكينهم من المراعاة الكافية لآراء الأطفال التي تقدم لهم، مع التركيز بوجه خاص على إشراك المجموعات الضعيفة والوصول إليها، مثل أطفال الأقليات الإثنية.

Parents should also be advised to support children in realizing the right to express their views freely and to have children's views duly taken into account at all levels of society.
كما ينبغي أيضاً إسداء المشورة إلى الآباء من أجل دعم الأطفال في إعمال الحق في التعبير عن أرائهم بحرية وفي إيلاء الاعتبار الواجب لآراء الأطفال على جميع مستويات المجتمع.

Giving children's views weight is particularly important in the elimination of discrimination, prevention of bullying and disciplinary measures.
ذلك أن إيلاء الاعتبار الواجب لآراء الأطفال أمرٌ هام للغاية في مجال القضاء على التمييز، ومنع تسلط الأقران والتدابير التأديبية.

155. The Committee recommends that the State party strengthen its efforts to ensure that children's views are given due consideration in the community, the family, schools, courts and relevant administrative and other settings, in accordance with article 12 of the Convention.
155- توصي اللجنة الدولة الطرف بأن تعزز جهودها لضمان إيلاء الاعتبار الواجب لآراء الأطفال في المجتمع والأسرة والمدارس والمحاكم والإدارات المختصة ومحافل أخرى عملاً بالمادة 12 من الاتفاقية.

However, it is concerned that the prevailing sociocultural and traditional attitudes and practices are serious obstacles to guaranteeing this right and the full consideration of children's views in administrative and judicial decision-making processes at local or national levels.
غير أنها تشعر بالقلق إزاء المواقف والممارسات الاجتماعية والثقافية والتقليدية السائدة التي تشكل عقبات كأداء تحول دون ضمان هذا الحق وإعطاء الاعتبار الكامل لآراء الأطفال في عمليات صنع القرار الإداري والقضائي سواء على المستوى المحلي أو المستوى الوطني.

To this end, the State party should provide opportunities for children's views to be heard in legal proceedings, among others by expanding the system of a children's advocate, and should ensure that courts attach due weight to the views of the children concerned.
ولتحقيق ذلك، ينبغي للدولة الطرف أن تتيح للأطفال فرص الاستماع إلى آرائهم في الإجراءات القانونية، بأمور من بينها توسيع نظام الدفاع عن الأطفال، وأن تضمن إيلاء المحاكم الاهتمام الواجب لآراء الأطفال المعنيين.

The Committee recommends that the State party strengthen its efforts to ensure that children's views are given due consideration in the community, the family, the schools and to guarantee the right of the child to be heard in any judicial and administrative proceedings affecting the child, in accordance with article 12 of the Convention.
35- توصي اللجنة بأن تعزز الدولة الطرف جهودها لضمان إيلاء الاعتبار الواجب لآراء الأطفال في المجتمع والأسرة والمدارس وكفالة حق الطفل في أن يُستمع إلى آرائه في أي إجراءات قضائية وإدارية تمسه، عملاً بالمادة 12 من الاتفاقية.

The Committee also underlines that the family in which the child can freely express his or her views and in which the child's views are given due weight from the earliest age constitutes an important model and prepares the child to exercise his or her right to be heard in the wider society.
وبالإضافة إلى ذلك، تشدّد اللجنة على أنّ الأسرة التي يستطيع فيها الطفل التعبير بحرية عن آرائه والتي يولى فيها الاعتبار الواجب لآراء الأطفال منذ سن مبكرة تشكّل نموذجاً هاماً وتعدّ الطفل لممارسة حقه في الاستماع إليه في المجتمع الأوسع نطاقاً.

7- يرجى تقديم معلومات مُحدَّدة عن المبادرات الخاصة بالأطفال المذكورة في الفقرة 354 من تقرير الدولة الطرف، كما يرجى تحديد ما إذا كانت هذه المبادرات تضمن الاحترام الكامل لآراء الأطفال ذوي الإعاقة بما يتماشى مع الاتفاقية.

In this respect, the Committee is particularly concerned about the overreliance of family departments on experts' opinions while insufficient weight is given to the views of the children concerned.
وفي هذا الصدد، يُساور اللجنة قلق بوجه خاص لأن الدوائر المعنية بالأسرة تعتمد بشكل كبير على آراء الخبراء في حين لا يُولى اهتمام كافٍ لآراء الأطفال المعنيين.
