4.3 The State party submits that it recognizes the competence of the Human Rights Committee under the Optional Protocol to consider communications from individuals who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.

2- يجوز للمؤسسات الوطنية لحقوق الإنسان ومؤسسات أمناء المظالم وكذلك المنظمات غير الحكومية التي تستوفي المعايير المحددة في النظام الداخلي للجنة أن تقدم بلاغات جماعية تدّعي فيها حدوث انتهاكات متكررة، تمس العديد من الأفراد، لأي من الحقوق المنصوص عليها في:

8.6 Under article 2 of the Optional Protocol to the Convention, " communications may be submitted by or on behalf of individuals or groups of individuals, under the jurisdiction of a State party, claiming to be victims of a violation of any of the rights set forth in the Convention by that State party " .

The Federal Republic of Germany hereby declares that pursuant to article 14, paragraph 1, of the Convention, it recognizes the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation by the Federal Republic of Germany of any of the rights set forth in this Convention.

6. In its further submissions dated 8 July 2010 and 4 September 2010, the State party reiterates its position that it assumed obligations under article 1 of the Optional Protocol to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by the State party of any of the rights set forth in the Covenant.
6- تكرر الدولة الطرف، في ملاحظاتها الإضافية المؤرخة 8 تموز/يوليه 2010 و4 أيلول/سبتمبر 2010، موقفها المتمثل في أنها التزمت بموجب المادة 1 من البروتوكول الاختياري بتلقي ودراسة البلاغات الواردة من الأفراد الخاضعين لولايتها الذين يدعون وقوعهم ضحية انتهاك الدولة الطرف لأي من الحقوق المنصوص عليها في العهد.

In accordance with the present rules, the Secretary-General shall bring to the Committee's attention reliable information that is or appears to be submitted for the Committee's consideration under article 13, paragraph 1, of the Protocol, indicating grave or systematic violations by a State party of any of the rights set forth in the Convention or in the substantive Optional Protocols thereto.
