وفي هذا الصدد، دعت تلك الوفود اللجنة الفرعية القانونية إلى إجراء مراجعة لإطار الأمان الخاص بتطبيقات مصادر القدرة النووية في الفضاء الخارجي وإلى ترويج معايير ملزمة تكفل خضوع أيِّ نشاط يُنفذ في الفضاء الخارجي لمبدأي الحفاظ على الحياة وصون السلم.

223- ورأت بعض الوفود أنه ينبغي أن تجري اللجنة الفرعية القانونية استعراضاً لإطار الأمان الخاص بتطبيقات مصادر القدرة النووية في الفضاء الخارجي وأن تروِّج لاعتماد معايير ملزمة تكفل خضوع أيِّ نشاط يُنفَّذ في الفضاء الخارجي لمبدأي الحفاظ على الحياة وصون السلم.

The view was expressed that, in view of the importance of the full implementation of the Safety Framework to ensuring the safety of the use of nuclear power sources in space activities, a comprehensive report on the implementation of the Safety Framework should be prepared by the Office for Outer Space Affairs.
103- وأُبدي رأي مفاده أنه نظرا لأن التنفيذ التام لإطار الأمان مهم لضمان مأمونية استخدام مصادر القدرة النووية في الأنشطة الفضائية، ينبغي لمكتب شؤون الفضاء الخارجي أن يُعدَّ تقريرا عن مدى تنفيذ إطار الأمان.

The Committee noted that the Working Group on the Use of Nuclear Power Sources in Outer Space of the Subcommittee held an informal meeting in Vienna from 2 to 4 June 2009 to discuss possible follow-up actions with respect to the Safety Framework.
141- ولاحظت اللجنة أن الفريق العامل المعني باستخدام مصادر القدرة النووية في الفضاء الخارجي التابع للجنة الفرعية عقد اجتماعا غير رسمي في فيينا من 2 إلى 4 حزيران/يونيه 2009 لمناقشة إجراءات المتابعة المحتملة لإطار الأمان.

The view was expressed that strict implementation of the Safety Framework by all actors involved in the development of nuclear power source systems for use in outer space was required in view of the seriousness of the safety concerns and the implications with regard to accidents.
78- وأبدي رأي مفاده أنَّ التنفيذ الصارم لإطار الأمان من جانب كل الجهات المشاركة في تطوير نظم لمصادر قدرة نووية بغرض استخدامها في الفضاء الخارجي هو أمر لازم نظراً لجدية الشواغل المتعلقة بالأمان وخطورة تبعات الحوادث.

The view was expressed that close communication should be maintained among the Scientific and Technical Subcommittee, the Legal Subcommittee and IAEA, and that the Committee on the Peaceful Uses of Outer Space could carry out a comprehensive study of the Safety Framework and the Principles with a view to assessing the feasibility and necessity of revising the Principles.
85- ورُئي أن من الضروري المحافظة على الاتصالات الوثيقة بين اللجنة الفرعية العلمية والتقنية واللجنة الفرعية القانونية والوكالة الدولية للطاقة الذرية، وأن بإمكان لجنة استخدام الفضاء الخارجي في الأغراض السلمية إجراء دراسة شاملة لإطار الأمان والمبادئ المذكورة بهدف تقييم جدوى تطبيق تلك المبادئ ومدى ضرورة تنقيحها.

Some delegations expressed the view that the Safety Framework represented a significant advance in the development of safe nuclear power source (NPS) applications and that the implementation of the Safety Framework by Member States and international intergovernmental organizations would provide assurance to the global public that space NPS applications were being developed, launched and used in a safe manner.
138- وذَهب بعضُ الوفود إلى أنَّ إطار الأمان يمثل تقدّماً هاماً في طريق استحداث تطبيقات مأمونة لمصادر القدرة النووية، وأنَّ من شأن تنفيذ الدول الأعضاء والمنظمات الدولية الحكومية لإطار الأمان هذا أن يطمئن الناس في جميع أنحاء العالم بأنَّ التطبيقات الفضائية لمصادر القدرة النووية يجري تطويرها وإطلاقها واستخدامها بصورة مأمونة.

The Subcommittee noted with satisfaction the adoption of the Safety Framework for Nuclear Power Source Applications in Outer Space (A/AC.105/934) by the Scientific and Technical Subcommittee at its forty-sixth session and the endorsement of the Safety Framework by the Committee on the Peaceful Uses of Outer Space at its fifty-second session, in 2009.
77- ولاحظت اللجنة الفرعية بارتياح اعتماد اللجنة الفرعية العلمية والتقنية، في دورتها السادسة والأربعين،() لإطار الأمان الخاص بتطبيقات مصادر القدرة النووية في الفضاء الخارجي (A/AC.105/934) وإقرار إطار الأمان هذا من جانب لجنة استخدام الفضاء الخارجي في الأغراض السلمية في دورتها الثانية والخمسين() في عام 2009.

Four of those workshop presentations were made in response to the Subcommittee's invitation to member States and international intergovernmental organizations with experience in space NPS applications to provide information on their implementation of the Safety Framework (see A/AC.105/958, annex II, para. 8).
4- وقُدِّمت أربعةٌ من تلك العروض الإيضاحية، ضمن سياق حلقات العمل، استجابةً للدعوة التي وجّهتها اللجنة الفرعية إلى الدول الأعضاء والمنظمات الحكومية الدولية التي لديها خبرة في مجال تطبيقات مصادر القدرة النووية في الفضاء لكي توفِّر معلومات عن تنفيذها لإطار الأمان (انظر الفقرة 8 من المرفق الثاني بالوثيقة A/AC.105/958).
