In Cambodia we have just witnessed the fruitful completion of the peace process in accordance with the Paris Agreements.
وفي كمبوديا، شهدنا توا الاتمام المثمر لعملية السلام وفقا لاتفاقات باريس.

Welcoming the adoption of the constitution in accordance with the Paris Agreements on Cambodia,
وإذ يرحب باعتماد الدستور وفقا لاتفاقات باريس المتعلقة بكمبوديا،

Article VI of annex 2 to the Paris Agreements relates to the verification of the withdrawal from Cambodia and the non-return of all categories of foreign forces.
٤٢ - تتعلق المادة السادسة من المرفق ٢ لاتفاقات باريس بالتحقق من انسحاب جميع فئات القوات اﻷجنبية من كمبوديا وعدم عودتها.

In paragraph 7 of that resolution, the Security Council requested the Secretary-General to report to it by the middle of July 1993, including on his recommendations on the possible role the United Nations and its agencies might play after the end of the mandate of UNTAC according to the Paris Agreements.
٨ - وفي الفقرة ٧ من ذلك القرار، طلب مجلس اﻷمن إلى اﻷمين العام أن يقدم إليه تقريرا بحلول منتصف شهر تموز/يوليه، يشمل توصياته بشأن الدور الذي يمكن أن تقوم به اﻷمم المتحدة ووكالاتها بعد انتهاء ولاية سلطة اﻷمم المتحدة الانتقالية في كمبوديا وفقا لاتفاقات باريس.

4. Commends those participating in the election campaign in accordance with the Paris Agreements despite the violence and intimidation in order that the Cambodian people may have an opportunity to choose freely their own government;
٤ - يثني على المشتركين في الحملة الانتخابية وفقا لاتفاقات باريس على الرغم من أعمال العنف والترويع، لكي تتاح للشعب الكمبودي الفرصة لاختيار حكومته بحرية؛

51. Annex 5 of the Paris Agreements includes a commitment of Cambodia " to follow a system of liberal democracy on the basis of pluralism " .
٥١ - ويتضمن المرفق الخامس لاتفاقات باريس التزام كمبوديا " باتباع نظام ديمقراطي حر يستند الى التعددية " .

The NATO countries have themselves accepted that poisoning is an effect of nuclear weapons, for Annex II to the Protocol on Arms Control of the Paris Agreements of 23 October 1954, on the accession of the Republic of Germany to the North Atlantic Treaty, defines a nuclear weapon as any weapon:
وقد سلﱠمت بلدان منظمة حلف شمال اﻷطلسي نفسها بأن التسمم أثر من أثار اﻷسلحة النووية، إذ يعرف المرفق الثاني لبروتوكول تحديد اﻷسلحة لاتفاقات باريس المؤرخة ٢٣ تشرين اﻷول/أكتوبر ١٩٥٤، بشأن انضمام جمهورية ألمانيا إلى معاهدة حلف شمال اﻷطلسي، السلاح النووي بكونه أي سلاح:

The Security Council, by its resolution 880 (1993) of 4 November 1993, recognized the termination of the UNTAC mandate following the establishment of the constitutional Government on 24 September 1993 in accordance with the Paris Agreements.
١٣ - وأقر مجلس اﻷمن، في قراره ٨٨٠ )١٩٩٣( المؤرخ ٤ تشرين الثاني/نوفمبر ١٩٩٣، بانتهاء ولاية سلطة اﻷمم المتحدة الانتقالية في كمبوديا بعد إنشاء الحكومة الدستورية في ٢٤ أيلول/سبتمبر ١٩٩٣، وفقا لاتفاقات باريس.

It also reports, in response to a further request in resolution 810 (1993), on the implementation of that resolution and on measures to ensure the realization of the fundamental objectives of the Paris Agreements of 23 October 1991 (see S/23177, annex).
وهو يفيد أيضا، استجابة لطلب آخر ورد في القرار ٨١٠ )١٩٩٣(، بتنفيذ ذلك القرار وبالتدابير التي اتخذت لتحقيق اﻷهداف اﻷساسية لاتفاقات باريس المؤرخة ٢٣ تشرين اﻷول/أكتوبر ١٩٩١.

On 5 April 1993 Mr. Vu Khoan, Vice-Minister of Foreign Affairs of Viet Nam, met with my Special Representative and conveyed to him the profound disquiet of his Government at what he described as the acts of sabotage of the Paris Agreements and the terrorist acts directed against Vietnamese-speaking persons by the Party of Democratic Kampuchea.
١١٢ - وفي ٥ نيسان/أبريل ١٩٩٣، التقى السيد غوخوان، نائب وزير خارجية فييت نام بممثلي الخاص وأبلغه بانزعاج حكومته البالغ إزاء ما وصفه بأنه أعمال التخريب لاتفاقات باريس واﻷعمال اﻹرهابية التي يوجهها حزب كمبوتشيا الديمقراطية ضد اﻷشخاص الناطقين باللغة الفييتنامية.

1. By paragraph 7 of its resolution 840 (1993) of 15 June 1993, the Security Council requested me to report by the middle of July, including my recommendations on the possible role the United Nations and its agencies might play after the end of the mandate of UNTAC according to the Paris Agreements.
١ - طلب إلي مجلس اﻷمن، بموجب الفقرة ٧ من قراره ٨٤٠ ١٩٩٣)( المؤرخ ١٥ حزيران/يونيه ١٩٩٣، أن أقدم تقريرا بحلول منتصف شهر تموز/يوليه، يشمل توصياتي بشأن الدور الذي يمكن أن تقوم به اﻷمم المتحدة ووكالاتها عند انتهاء ولاية سلطة اﻷمم المتحدة الانتقالية في كمبوديا وفقا لاتفاقات باريس.

40. In conclusion, I wish to assure the Security Council that UNTAC will continue to discharge its tasks fully and faithfully until the end of its mandate and to do everything possible to assist the Cambodian parties to consolidate the positive results of the election and complete the process of adopting a Constitution and establishing a new Government in accordance with the Paris Agreements.
٠٤ - وفي الختام، أود أن أؤكد لمجلس اﻷمن أن سلطة اﻷمم المتحدة الانتقالية سوف تواصل أداء مهامها بصورة كاملة وبإخلاص حتى نهاية ولايتها والقيام بكل شيء ممكن لمساعدة اﻷطراف الكمبودية على تعزيز النتائج الايجابية للانتخابات وإتمام عملية وضع دستور وإقامة حكومة جديدة وفقا لاتفاقات باريس.

418. Since then, the four Cambodian political parties that won seats in the election have agreed to join in a joint interim administration, under the leadership of His Royal Highness Prince Norodom Sihanouk, for the remainder of the transitional period until the creation of the new Government in accordance with the Paris Agreements.
٤١٨ - ومنذ ذلك الوقت اتفقت اﻷحزاب السياسية الكمبودية اﻷربعة التي ظفرت بمقاعد في الانتخابات على أن تشترك في حكومة مؤقتة مشتركة يرأسها سمو اﻷمير نورودوم سيهانوك، وذلك لما تبقى من الفترة الانتقالية وحتى اقامة حكومة جديدة وفقا لاتفاقات باريس.

Although it is also true, as claimed, that the issue is one of internal politics of Cambodia, it is also one raising the fidelity of Cambodia to its own Constitution and laws protective of human rights and to the international human rights treaties which Cambodia has subscribed, as well as to the Paris Agreements. 5/
ورغم أن من الصحيح أيضا، كما يقال، إن المسألة هي من مسائل الحياة السياسية الداخلية في كمبوديا، فإنها أيضا مسألة تتعلق بمدى احترام كمبوديا لدستورها الخاص ولقوانينها الخاصة التي تحمي حقوق اﻹنسان، وللمعاهدات الدولية لحقوق اﻹنسان، التي انضمت إليها كمبوديا، وكذلك لاتفاقات باريس)٥(.

135. As noted in paragraph 2 above, resolution 810 (1993) of the Council requests the Secretary-General to report in the context of the fourth progress report on any further measures that may be necessary and appropriate to ensure the realization of the fundamental objectives of the Paris Agreements.
١٣٥ - وكما لوحظ في الفقرة ٢ أعلاه، فإن قرار المجلس ٨١٠ )١٩٩٣( يطلب الى اﻷمين العام أن يعمل في سياق التقرير المرحلي الرابع على اﻹفادة عن أي تدابير أخرى يمكن أن تكون لازمة أو ملائمة لضمان تحقيق اﻷهداف اﻷساسية لاتفاقات باريس.

It is a privilege and an honour for me to address the General Assembly at their forty-eighth session as the First Prime Minister of the democratically elected Royal Government of Cambodia, where, in accordance with the mandate given to the Organization by the Paris Agreements of 23 October 1991, the United Nations has played a historic, decisive and successful role in ending 23 years of suffering and misery for our people.
إنه لشرف وامتياز لي أن أتكلم أمام الجمعية العامة في دورتها الثامنة واﻷربعين بصفتي رئيس الوزراء اﻷول لحكومة كمبوديا الملكية المنتخبة ديمقراطيا، حيث أنه بموجب الولاية الممنوحة للمنظمة وفقا لاتفاقات باريس المبرمة في ٢٣ تشرين اﻷول/أكتوبر ١٩٩١، اضطلعت اﻷمم المتحدة بدور تاريخي وحاسم وناجح في إنهاء ٢٣ عاما من حياة البؤس والمعاناة التي عاشها شعبي.

Report of the Secretary-General dated 16 July (S/26090) submitted pursuant to paragraph 7 of resolution 840 (1993), setting out plans for the withdrawal of UNTAC and outlining the possible role the United Nations and its agencies might play in Cambodia, with the agreement of the Cambodian Government, after the end of the mandate of UNTAC according to the Paris Agreements.
