Cuba highlights the imperative need to launch multilateral negotiations aimed at the swift conclusion of a convention prohibiting the development, production, deployment, stockpiling, transfer, threat and use of nuclear weapons and providing for their elimination.
وتبرز كوبا الحاجة الملحة إلى بدء مفاوضات متعددة الأطراف تستهدف الإبرام السريع لاتفاقية لحظر الأسلحة النووية، واستحداثها، وإنتاجها، ونشرها، وتكديسها، ونقلها، والتهديد باستعمالها أو استعمالها، وتنص على القضاء عليها.

It is therefore imperative that the international community should agree on the commencement without further delay of multilateral negotiations leading to the early conclusion of a convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat of use or use of nuclear weapons and on their total elimination.
ولهذا فإن من الضروري أن يتفق المجتمع الدولي على أن يبدأ بدون مزيد من الإبطاء المفاوضات المتعددة الأطراف التي تؤدي إلى الإبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب ونشر وتخزين ونقل واستعمال أو التهديد باستعمال الأسلحة النووية والقضاء عليها قضاء تاما.

2. Calls once again upon all States to fulfil immediately that obligation by commencing multilateral negotiations in 1999 leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination;
٢ - تهيب مرة أخرى بجميع الدول الوفاء بذلك الالتزام فورا بأن تبدأ مفاوضات متعددة اﻷطراف في عام ١٩٩٩ تفضي إلى اﻹبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب ونشر وتخزين ونقل اﻷسلحة النووية، والتهديد بها أو استخدامها، وتنص على إزالة تلك اﻷسلحة؛

4. Calls upon all States to fulfil that obligation immediately by commencing multilateral negotiations in 1997 leading to an early conclusion of a nuclear-weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination;
٤ - تدعو جميع الدول إلى الوفاء فورا بذلك الالتزام ببدء إجراء مفاوضات متعددة اﻷطراف في عام ١٩٩٧ تفضي إلى اﻹكمال المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب وتخزين ونقل اﻷسلحة النووية، والتهديد بها أو استخدامها وتنص على إزالة تلك اﻷسلحة؛

2. Calls once again upon all States immediately to fulfil that obligation by commencing multilateral negotiations in 1998 leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination;
٢ - تطلب مرة أخرى إلى جميع الدول الوفاء بذلك الالتزام فورا بأن تبدأ في مفاوضات متعددة اﻷطراف في عام ١٩٩٨ تفضي إلى اﻹبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب وتخزين ونقل اﻷسلحة النووية، والتهديد بها أو استخدامها، وتنص على إزالة تلك اﻷسلحة؛

٢ - تهيب مرة أخرى بجميع الدول الوفاء بذلك الالتزام فورا بأن تبدأ مفاوضات متعددة اﻷطراف في عام ٠٠٠٢ تفضي إلى اﻹبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب ونشر وتخزين ونقل اﻷسلحة النووية والتهديد بها أو استخدامها، وتنص على إزالة تلك اﻷسلحة؛

2. 33 - وتؤكد كوبا على الضرورة الملحة لبدء مفاوضات متعددة الأطراف تفضي إلى الإبرام المبكر لاتفاقية لحظر استحداث وإنتاج ونشر وتكديس ونقل الأسلحة النووية والتهديد بها أو استخدامها، وترتب لإزالة تلك الأسلحة.

2. The resolution on the Advisory Opinion of the ICJ in document A/C.1/51/L.37 calls upon all States immediately to commence negotiations leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons.

الشروع في إجراء مفاوضات متعددة الأطراف تفضي إلى الإبرام المبكر لاتفاقية لحظر استحداث الأسلحة النووية أو إنتاجها أو تجريبها أو نشرها أو تخزينها أو نقلها أو التهديد باستعمالها أو استعمالها ، وتنص على إزالة تلك الأسلحة ((A/CN.10/2001/WG.I/WP.2؛

(l) The commencement of multilateral negotiations leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination.
(ل) وينبغي الشروع في إجراء مفاوضات متعددة الأطراف تفضي إلى الإبرام المبكر لاتفاقية لحظر استحداث الأسلحة النووية أو إنتاجها أو تجريبها أو نشرها أو تخزينها أو نقلها أو التهديد بها أو استخدامها، وتنص على إزالة تلك الأسلحة.

It also reiterates the call made by the General Assembly, through resolution 51/45 M, for all States to immediately fulfil that obligation by commencing multilateral negotiations in 1998 leading to an early conclusion of a nuclear-weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination.
كما يؤكد المشروع من جديد النداء الذي وجهته الجمعية العامة إلى جميع الدول، من خلال القرار ٥١/٤٥ ميم، للوفاء فورا بهذا الالتزام عن طريق البدء في إجراء مفاوضات متعددة اﻷطراف في عام ١٩٩٨ تؤدي إلى اﻹبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتخزين ونقل اﻷسلحة النووية والتهديد بها أو استخدامها، وتنص على إزالة تلك اﻷسلحة.

From that point of view, we believe, with reference to operative paragraph 2, that it is rather premature to call " upon all States immediately to fulfil that obligation by commencing multilateral negotiations in 2002 leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons ... " .
ومن وجهة النظر تلك نعتقد، بالإشارة إلى الفقرة 2 من المنطوق، أنه من السابق لأوانه أن نهيب " ... بجميع الدول الوفاء بذلك الالتزام فورا عن طريق الشروع في مفاوضات متعددة الأطراف في عام 2002 تفضي إلى الإبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب ونشر وتكديس ونقل الأسلحة النووية، والتهديد بها أو استخدامها... " .
