50. CETIM noted that the procedure should include specific criteria to provide for a reasonable time frame for the exhaustion of domestic remedies.

5.6 The author recalls the Committee's case law to the effect that bringing a suit for criminal damages is not a necessary condition for the exhaustion of domestic remedies in cases of serious human rights violations such as, in this case, a violation of the right to life.
