In this respect, my delegation appreciates the fact that the Inter-Agency Standing Committee task force has developed guidelines for an operational framework which aims at enhancing the capacity of the United Nations system to respond to the requirements of the transition from relief to rehabilitation and development.

كما ان دمج مراقبة العقاقير والتعاون بشأنها في المسار الرئيسي لاطار المساعدات الانمائية في أفغانستان سوف يجري تحسينه من خلال تنفيذ برنامج متكامل جديد بشأن مكافحة العقاقير يخصص لأفغانستان، بتكلفة تقدر بنحـو 4ر6 ملايين دولار، خلال فترة السنتين المقبلة، وهو برنامج سوف يستخدم كأساس تقوم عليه استجابة منسقة تجمع بين التنمية ومكافحة العقاقير وتشتمل على كل من التقليل من خشخاش الأفيون وخفض الطلب عليه.
