E. Alleged perpetrators of violations of the right to life

In Colombia and Sri Lanka as well as in the Democratic Republic of the Congo it was further reported that refugees and internally displaced persons were victims of violations of the right to life.
وفيما يتعلق بسري لانكا وكولومبيا وكذلك بجمهورية الكونغو الديمقراطية ذُكر أيضاً أن اللاجئين والمشردين داخلياً كانوا ضحايا لانتهاكات الحق في الحياة.

During 1994, the Special Rapporteur addressed six urgent appeals to the de facto authorities in Haiti, expressing concern at the alarming scale of violations of the right to life in the country and urging them to take steps to prosecute those responsible for such violations and prevent further acts of violence.

Furthermore, the Special Rapporteur is not aware of any follow-up to the investigation carried out by a panel of experts mandated by the Secretary-General to investigate one particularly serious case of violations of the right to life in Liberia, the massacre of nearly 600 displaced persons at a camp at Harbel.

In his report on the visit to Rwanda in April 1993 (E/CN.4/1994/7/Add.1) and in his introductory statement before the Commission on Human Rights in March 1994, the Special Rapporteur had presented his concern at the alarming level of violations of the right to life in that country, without effect.

25. violations of the right to life in the context of counter-terrorism measures have recently been addressed by the Special Rapporteur on extrajudicial, summary or arbitrary executions and, in the case of country-based special procedures, the Special Rapporteur on the situation of human rights in the Palestinian territories occupied by Israel since 1967.
25 - وتصدى المقرر الخاص المعني بحالات الإعدام خارج القضاء أو بإجراءات موجزة أو تعسفاً(25) لانتهاكات الحق في الحياة في سياق تدابير مكافحة الإرهاب، في الآونة الأخيرة، وتصدى لها في حالة الإجراءات الخاصة القطرية، المقرر الخاص المعني بحالة حقوق الإنسان في الأراضي الفلسطينية المحتلة منذ عام 1967(26).

(c) To put an end to violations of the right to life and integrity of the human being and to the practices of torture, abuse of women, forced labour and forced relocations, enforced disappearances and summary executions;

In the same resolution, the Commission further requested the Special Rapporteur to apply a gender perspective in his work and to pay special attention to violations of the right to life of children, participants in demonstrations or other public manifestations, persons belonging to ethnic minorities and individuals carrying out peaceful activities in defence of human rights and fundamental freedoms.
