The Conference on Disarmament remained stalled, the CTBT had not yet entered into force, the bilateral Treaty on the Limitation of Anti-Ballistic Missile Systems (the ABM treaty) had been repudiated, there was no visible progress in negotiating a fissile material cut-off treaty, and, if anything, nuclear weapons held a more prominent place in the security policies of some nuclear-weapon States.
