8. Ethnic and racial tensions can be seen as a root cause of refugee flows for two reasons.

15. Urges the Government of Myanmar to end the systematic enforced displacement of persons and other causes of refugee flows to neighbouring countries and to create conditions conducive to their voluntary return and full reintegration in conditions of safety and dignity and to allow the safe and unhindered access of humanitarian personnel to assist in the return and reintegration process;
15 - تحث حكومة ميانمار على إنهاء التشريد القسري المنتظم للأشخاص والأسباب الأخرى لتدفق اللاجئين إلى البلدان المجاورة وتهيئة ظروف تفضي إلى عودتهم الطوعية وإعادة إدماجهم الكامل في ظروف من الأمان والكرامة، والسماح بالدخول المأمون ودون عراقيل لموظفي الشؤون الإنسانية لتقديم المساعدة في عملية العودة وإعادة الإدماج؛

" (h) To take urgent measures to put an end to the military operations targeting civilians in the ethnic areas, and to the associated violations of human rights and humanitarian law against persons belonging to ethnic nationalities, to end the systematic forced displacement of large numbers of persons and other causes of refugee flows to neighbouring countries and to respect existing ceasefire agreements;

The influx of refugees has also had an effect on the environment as they fend for sources of energy, shelter and food.
