40. The work of the Task Force is carried out in close collaboration with Eurostat and the European Commission, which in 2008 had started working on a European crime classification system for statistical purposes.

A different approach was adopted in 2009, when a Task Force of the United Nations Office on Drugs and Crime and the Economic Commission for Europe was established, under the auspices of the Conference of European Statisticians, to look into the possibility of developing a crime classification framework based on behavioural descriptions rather than legal codes.

The Task Force developed the first international crime classification framework which was approved by the Conference of European Statisticians at its sixtieth plenary session, held in June 2012 (see ECE/CES/83).

13. During the testing, participating countries were able, to a great extent, to map their existing crime data into the international crime classification framework and to provide some information on additional attributes concerning the nature of the crimes, their victims and perpetrators.

4. The building of a crime classification was initiated by a task force established in 2009 by the Conference of European Statisticians, which first developed a set of principles for developing an international crime classification system for statistical use.

Further work is foreseen in cooperation with ECE and the Conference of European Statisticians, which may include the following broad activities: (a) developing a set of principles around international crime classification systems for statistical use; (b) undertaking a case study of selected offences; and (c) working with the European Commission on the current classification project.
