If during the first phase of an OSI it becomes clear that more information is needed to obtain clarity about an ambiguous event, any following phase should be decided upon by the " green light " procedure.

Therefore, if a request for the first phase of an OSI is solely based on information other than that obtained from the IMS, there should be a positive decision from the Executive Council with a two-thirds majority that such an inspection can be carried out (a " green light " procedure).
