In response to the request from the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea, during its mission to Nairobi on 27 April 2010, the humanitarian community working in Somalia defined an " implementing partner " , as mentioned in paragraph 5 of Security Council resolution 1916 (2010), as follows:

On behalf of the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea, and in accordance with paragraph 6 (k) of Security Council resolution 1916 (2010), I have the honour to transmit herewith the report of the Monitoring Group on Somalia and Eritrea.

Technical violations involve activities that the Group believes may be eligible for an exemption, such as support to Somali security sector institutions, but for which no authorization has been granted by the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea.
فالانتهاك الإجرائي، هو ممارسة جماعة ما لأنشطة معيّنة وهي تعتقد أنها أنشطة مستوفية لشروط الاستثناء من الحظر، مثل تقديمها الدعم لمؤسسات القطاع الأمني في الصومال ولكن دون الحصول على إذن من لجنة مجلس الأمن القائمة عملا بالقرارين 751 (1992) بشأن الصومال و 1907 (2009) بشأن الصومال وإريتريا.

The reports were discussed by the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea and were issued as Security Council documents (S/2010/372, S/2010/580 and S/2011/125).

The report focuses mainly on the regions of Somalia under the control of Al Shabaab, which was listed, pursuant to paragraph 8 of Security Council resolution 1844 (2008), by the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea, on 12 April 2010.

(a) the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea should proceed without further delay to designate additional individuals and entities proposed by the Monitoring Group or Member States for targeted measures under Security Council resolution 1844 (2008) and/or resolution 1907 (2009);
(أ) ينبغي أن تشرع لجنة مجلس الأمن القائمة عملا بالقرارين 751 (1992) بشأن الصومال و 1907 (2009) بشأن الصومال وإريتريا دون مزيد من التأخير في تعيين الأفراد والكيانات الإضافية التي يقترحها فريق الرصد أو الدول الأعضاء لتشملها التدابير المحددة الهدف بموجب قرار مجلس الأمن 1844 (2008) و/أو قرار مجلس الأمن 1907 (2009)؛
