كما أن وجود نمط ثابت من الانتهاكات الفادحة أو الصارخة أو الجماعية لحقوق الإنسان في البلد لا يشكل في حد ذاته أساساً كافياً للبت في احتمال تعرض شخص معين لخطر التعذيب عند عودته إلى ذلك البلد؛ بل يتعين أن تتوفر أسباب إضافية تبين أن الفرد المقصود سيتعرض شخصياً للخطر.
