`Reaffirms that the dissemination of all ideas based upon racial superiority or hatred shall be declared an offence punishable by law with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the International Convention on the Elimination of All Forms of Racial Discrimination;'
`تؤكد من جديد أن ترويج جميع الأفكار القائمة على التفوق العنصري أو الكراهية العنصرية يجب إعلانه جريمة يعاقب عليها القانون مع إيلاء الاعتبار الواجب للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والحقوق المذكورة صراحة في المادة 5 من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري؛`

19. Article 4 requires that measures to eliminate incitement and discrimination must be made with due regard to the principles of the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention.
19- وتقضي المادة 4 بوجوب مراعاة التدابير الرامية إلى القضاء على التحريض على التمييز المراعاة الواجبة لمبادئ الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية.

The phrase due regard implies that, in the creation and application of offences, as well as fulfilling the other requirements of article 4, the principles of the Universal Declaration of Human Rights and the rights in article 5 must be given appropriate weight in decision-making processes.
وتعني عبارة `المراعاة الواجبة` أنه يجب، عند تصنيف الجرائم وتطبيق ما تستتبعه وكذا عند استيفاء المتطلبات الأخرى للمادة 4، إعطاء مبادئ الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها في المادة 5 الأهمية المناسبة في عمليات صنع القرار.

(1) مع إيلاء الاعتبار اللازم للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية.

1. To give effect to the undertaking to adopt immediate measures designed to eradicate all incitement to, or acts of, racial discrimination, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention;
1- إعمال التعهد باعتماد تدابير فورية وإيجابية ترمي إلى استئصال كل تحريض على التمييز العنصري أو ممارسته، مع إيلاء الاعتبار الواجب للمبادئ التي يجسدها الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية؛

(b) To undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention;
(ب) التعهد باتخاذ تدابير فورية وإيجابية من أجل القضاء على جميع أشكال التحريض على هذا التمييز أو الأفعال التي تنطوي عليه مع إيلاء المراعاة الواجبة للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية؛

(b) To undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention;
