٠١-٣١ وينبغي لحكومات بلدان المقصد - وهي تؤكد على حقها في تنظيم الدخول إلى إقليمها وتعتمد سياسات تستجيب لتدفقات اللاجئين وتشكلها - أن تحترم ما للمهاجرين المسجلين من حقوق الانسان اﻷساسية.

10.3. Governments of countries of origin and countries of destination should seek to redress the causes of emigration in order to alleviate the massive and uncontrolled international migration flows.

١٠-١٦ وينبغي لحكومات بلدان المنشأ، التي يأتي منها المهاجرون غير المسجلين واﻷشخاص الذين تُرفض التماساتهم للجوء، ألا تعرقل عودة هؤلاء اﻷشخاص وإعادة إدماجهم.

34- ينبغي لحكومات بلدان أمريكا اللاتينية والكاريبـي أن تتخذ إجراءات فورية لزيادة توعية أجهزتها المعنية بإنفاذ القوانين باستخدام تكنولوجيا الإنترنت والاتصالات العصرية من جانب المتجرين بالمخدرات والجماعات الإجرامية المنظمة، وللتأكد من أن تلك الأجهزة قادرة ومهيأة كما ينبغي للتصدي لتلك الاتجاهات.

In addition, Governments of countries of origin and countries of destination should try to find satisfactory solutions to the problems caused by undocumented migration through bilateral or multilateral negotiations on, inter alia, readmission agreements that protect the basic human rights of the persons involved in accordance with relevant international instruments.

Governments of countries of origin wishing to foster the inflow of remittances and their productive use for development should adopt sound exchange rate, monetary and economic policies, facilitate the provision of banking facilities that enable the safe and timely transfer of migrants' funds, and promote the conditions necessary to increase domestic savings and channel them into productive investment.
٠١-٤ وينبغي لحكومات بلدان المنشأ التي ترغب في تعزيز تدفق التحويلات المالية عليها وتعزيز استعمالها المثمر لصالح التنمية أن تعتمد أسعار صرف وسياسات نقدية واقتصادية سليمة، وأن تيسر توفير مرافق مصرفية تمكن من التحويل المأمون السريع ﻷموال المهاجرين، وأن تهيء اﻷحوال اللازمة لزيادة المدخرات المحلية وتوجيهها إلى الاستثمار اﻹنتاجي.
