Israel had failed to respect repeated General Assembly resolutions calling on it to assume its responsibility to provide prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic.
ولم تحترم إسرائيل قرارات الجمعية العامة المتكررة التي تدعوها لاحترام مسؤوليتها فيما يتعلق بالتعويض العاجل والمجزي لحكومة لبنان والبلدان الأخرى المتضررة بالبقعة النفطية بشكل مباشر، مثل الجمهورية العربية السورية.

4. Requests the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic whose shores have been partially polluted, for the costs of repairing the environmental damage caused by the destruction, including the restoration of the marine environment;
4 - تطلب من حكومة إسرائيل أن تتحمل مسؤولية التعويض الفوري والكافي لحكومة لبنان والبلدان الأخرى التي تضررت بصورة مباشرة من البقعة النفطية، مثل الجمهورية العربية السورية التي لوثت شواطئها جزئيا، عن تكاليف إصلاح الضرر البيئي الناجم عن التدمير، بما في ذلك إعادة البيئة البحرية إلى سابق حالها؛

The report of the Secretary-General on the oil slick on Lebanese shores (A/68/544) had again reaffirmed that the Government of Israel had neither assumed responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick nor paid the requested compensation.
وأضاف أن تقرير الأمين العام عن البقعة النفطية على الشواطئ اللبنانية (A/68/544) قد أكد مجددا على أن حكومة إسرائيل لم تتحمل مسؤوليتها عن التعويض العاجل والمناسب لحكومة لبنان والبلدان الأخرى المتضررة مباشرة بالبقعة النفطية، كما أنها لم تدفع قيمة التعويض المطلوبة.

" Welcoming the statement by the Secretary-General that the request for the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic, whose shores have been partially polluted, has yet to be implemented, as stated in paragraph 4 of General Assembly resolution 65/147,
" وإذ ترحب بالبيان الذي أدلى به الأمين العام والذي أعلن فيه أن الطلب من الحكومة الإسرائيلية بأن تتحمل المسؤولية عن تقديم تعويض فوري وكاف لحكومة لبنان والبلدان الأخرى المتضررة مباشرة من البقعة النفطية، مثل الجمهورية العربية السورية التي تلوثت شواطئها جزئيا، ما زال يتعين تنفيذه، على النحو المنصوص عليه في الفقرة 4 من قرار الجمعية العامة 65/147،

Recalling that, in paragraph 4 of its resolution 65/147, it requested the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic, whose shores have been partially polluted, and recognizing the conclusion of the Secretary-General that this request of the Assembly has yet to be implemented,
وإذ تذكر بأنها طلبت في الفقرة 4 من قرارها 65/147 إلى حكومة إسرائيل أن تتحمل مسؤولية التعويض الفوري والكافي لحكومة لبنان والبلدان الأخرى التي تضررت بصورة مباشرة من البقعة النفطية، مثل الجمهورية العربية السورية التي لوثت شواطئها جزئيا، وإذ تقر بما خلص إليه الأمين العام من أنه لم يتم بعد تنفيذ طلب الجمعية العامة هذا،
