6. In April 1994, UNHCR participated in a Working Group of the Hague Conference on Private International Law on the application of the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption to refugees and other internationally displaced children.

The period 1993-1994 witnessed various welcome initiatives, particularly the finalization of the Hague Convention on Protection of Children and Cooperation in respect of Intercountry Adoption, to counter sale of children by reason of adoption for commercial purposes.
١٤ - وقد شهدت الفترة ١٩٩٣-١٩٩٤ عدة مبادرات طيبة، منها على وجه الخصوص استكمال اتفاقية لاهاي لحماية اﻷطفال والتعاون فيما يتعلق بالتبني في بلد آخر، من أجل التصدي لبيع اﻷطفال المرتبط بتبنيهم ﻷغراض تجارية.

184. The Committee recommends that the State party take the necessary steps to ensure that the rights of the child are fully protected in cases of intercountry adoptions and to consider ratifying the Hague Convention of 1993 on Protection of Children and Cooperation in Respect of Intercountry Adoption.

420. The Committee also recommends that, in order fully to protect the rights of the child in adoption procedures, the State party consider ratifying the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption (1993).

Thus, in countries where cases of abuse, sale or traffic in children exist in relation to intercountry adoption, the Committee has usually suggested to the Government to ratify the Hague Convention on Protection of Children and Cooperation in respect of Intercountry Adoption (1993) (see para. 41 below).

That issue was dealt with in articles 20, 21 and seven others of the Convention, as well as in the Hague Convention on the Protection of Children and Cooperation in respect of Intercountry Adoption, finalized following a decision by the Hague Conference on Private International Law in 1988.

25. The Hague Convention on the Protection of Children and Cooperation in respect of Intercountry Adoption of 1993, approved by the Hague Conference on Private International Law, lays down a fairly detailed set of factors to be considered before an intercountry adoption is effected.
