In close collaboration with other United Nations agencies, the Stabilization Support Unit will also continue to coordinate the International Security and Stabilization Support Strategy framework in support of eastern Democratic Republic of the Congo.

The main focus of the United Nations Security and Stabilization Support Strategy will remain the protection of civilians by improving the security environment and extending basic State authority through a combination of integrated military, political, development and humanitarian initiatives.

The Unit would coordinate the implementation of the various programmes and operations of MONUC and United Nations partners within the context of the United Nations Security and Stabilization Support Strategy and would contribute to policy development, planning and resource mobilization with the United Nations agencies, funds and programmes and national and international partners.

During the reporting period, the Prime Minister's Office finalized its stabilization and reconstruction plan for areas emerging from armed conflict, the implementation of which will be supported by the international community through the United Nations Security and Stabilization Support strategy.

Within the framework of the International Security and Stabilization Support Strategy for the eastern Democratic Republic of the Congo, and in support of the Government's Stabilization and Reconstruction Plan for the eastern Democratic Republic of the Congo programme, 22 police stations, two judicial courts, one prison and five local administrative offices have been constructed along priority axes in the Kivus.

A total of $183 million (including the Peacebuilding Fund allocation) has been provided under the framework of the International Security and Stabilization Support Strategy for the eastern Democratic Republic of the Congo, and there is an estimated funding gap of $655 million for activities in the framework of the stabilization and reconstruction plan for areas emerging from armed conflict and of the Support Strategy.

The International Security and Stabilization Support Strategy had reached a critical phase: all six priority axes targeted by the programme (i.e., Goma-Masisi, Rutshuru-Ishasha, Bunia-Boga, Bukavu-Hombo, Bukavu-Shabunda, and Baraka-Minembwe) have been opened and a number of State authority buildings have been built or rehabilitated.
