It was not a human rights issue. There had been very close contacts and cooperation with United Nations human rights bodies in the past, with the Special Rapporteur on violence against women, its causes and consequences, the European Union and representatives of nongovernmental organizations such as Amnesty International, inter alia, to visit prisons and meet with prisoners.
