Endorses the observations of the Advisory Committee on Administrative and Budgetary Questions in its report, in particular paragraphs 2 and 4, and requests that all future proposals by the Secretary-General on gratis personnel and the subsequent implementation of legislative mandates be in full compliance with relevant General Assembly resolutions and fully respect the relevant policies, procedures and regulations of the Organization;
