The Court endorsed the plea that it was adopted by " persons who acted together in their capacity as representatives of the people of Kosovo " .
وأيدت المحكمة الدفع بأنه اعتمد من طرف " أشخاص تصرفوا معا بصفتهم ممثلين لشعب كوسوفو " .

The Court first ascertained the identity of the authors of the declaration of independence, concluding that they had not acted as one of the Provisional Institutions of Self-Government within the Constitutional Framework, but rather as persons who acted together in their capacity as representatives of the people of Kosovo outside the framework of the interim administration.
وتأكدت المحكمة في البداية من هوية واضعي إعلان الاستقلال، فخلصت إلى أنهم لم يتصرفوا بصفتهم مؤسسة من المؤسسات المؤقتة للحكم الذاتي ضمن الإطار الدستوري، بل بالأحرى كأشخاص تصرفوا بصورة جماعية بصفتهم ممثلين لشعب كوسوفو خارج إطار الإدارة المؤقتة.

32. At that point in time, the only institution recognized by the United Nations as representing the people of Kosovo was the elected Assembly of the Provisional Institutions of SelfGovernment.
