1. The indigenous small peoples of the North have the right to maintain and develop their distinct ethnic and cultural features and identities.
1- إن لشعوب الشمال الأصلية الصغيرة حق الحفاظ على سماتها وهوياتها الإثنية والثقافية المميزة وتنميتها.

4. The indigenous small peoples of the North have the right to revitalize and practise their cultural traditions and customs.
4- إن لشعوب الشمال الأصلية الصغيرة حق إحياء وممارسة عاداتها وتقاليدها الثقافية.

1. The indigenous small peoples of the North, in conformity with international law, have the right of self-determination.
1- إن لشعوب الشمال الأصلية الصغيرة، طبقاً للقانون الدولي، الحق في تقرير المصير.

The partnership consists of the Saami Council, UNEP/GRID-Arendal and the Russian Association of Indigenous peoples of the North.

Main partners in the process were the Government of Canada, which played a key role in establishing the Arctic Council, as well as other supportive Governments and, on the indigenous peoples' side, the Saami Council, the Inuit Circumpolar Conference, and the Russian Association of Indigenous peoples of the North.

We, the participants of the round—table discussion on “The Rights of Indigenous Peoples”, unanimously concluded there was a need urgently to develop and implement a package of political and socio-economic measures to preserve, further develop and ensure genuine equality for the small peoples of the North in all walks of life.
ونحن المشتركون في مناقشات المائدة المستديرة حول موضوع " حقوق الشعوب الأصلية " ، وقد خلصنا بالاجماع إلى أن الحاجة تدعو بإلحاح إلى وضع وتنفيذ مجموعة من التدابير السياسية والاجتماعية - الاقتصادية للحفاظ على المساواة الحقيقية لشعوب الشمال الصغيرة بكافة مستوياتها وزيادة تطوير هذه المساواة وضمانها.

2. The indigenous small peoples of the North have the right to protection from cultural genocide, including prevention of and redress for:
2- إن لشعوب الشمال الأصلية الصغيرة حق الحماية من الإبادة الثقافية، بما في ذلك منع القيام بالأفعال التالية والانتصاف منها والتعويض عنها:

7. The indigenous small peoples of the North have the right to all forms of education, including access to education in their own languages; and to establish and control their educational systems and institutions.
7- إن لشعوب الشمال الأصلية الصغيرة الحق في تحصيل العلم بكافة أشكاله، بما في ذلك بلغاتها هي؛ وفي إقامة نظمها ومؤسساتها التعليمية وإدارتها.

8. The indigenous small peoples of the North have the right to have the dignity, diversity and development of their cultures, traditions, histories and aspirations appropriately reflected in all forms of education and public information.
8- إن لشعوب الشمال الأصلية الصغيرة الحق في أن تتمثل منزلة وتنوع وتطوير ثقافاتها، وعاداتها، وتاريخها وتطلعاتها بصورة تامة في كافة أشكال التعليم والاعلام العام.

91. The indigenous representative of the Russian Association of Indigenous peoples of the North said that the indigenous peoples of the Russian Federation respected the political, constitutional and territorial integrity of the Russian Federation.
91- وقال ممثل الرابطة الروسية لشعوب الشمال الأصلية إن الشعوب الأصلية في الاتحاد الروسي تحترم الوحدة السياسية والدستورية والاقليمية للاتحاد.

36. The Russian Government had further enriched its legislation in May 2009 by promulgating a document listing the locations and traditional economic activities of peoples of the North.
36 - ومضى يقول إن الحكومة الروسية، استمرارا منها في إغناء تشريعها، أصدرت في شهر أيار/مايو الماضي نصا ترد فيه قائمة بالمواقع والأنشطة الاقتصادية التقليدية لشعوب الشمال.

Our hopes are inextricably linked to the fears of the past that inspired this body and to the hopes of those who dream of a future grounded in justice, equity, opportunity and peace for peoples of the North and South, in nations large and small.
وترتبط أحلامنا ارتباطا لا انفصام فيه بمخاوف الماضي التي ألهمت هذه الهيئة وبأحلام من يرجون مستقبلا قائما على العدالة والمساواة والفرص المتاحة والسلام لشعوب الشمال كما لشعوب الجنوب، للشعوب الكبيرة كما للشعوب الصغيرة.

For this goal, the project with the Sakhalin Energy Investment Company Ltd., " Programme of microloans on the traditional economic development of indigenous peoples of the North in the Sakhalin area " , Russian Federation, 2011-2012.
ولهذا الغرض كان هناك، بالاشتراك مع شركة سخالين المحدودة للاستثمار في الطاقة، مشروع " برنامج القروض البالغة الصغر المتعلق بالتنمية الاقتصادية التقليدية لشعوب الشمال الأصلية في منطقة سخالين " ، الاتحاد الروسي، 2011-2012.

2. The indigenous small peoples of the North have the right to restoration of or, should this be impossible to achieve in its entirety, fair redress for lands, resources and territories that have at any time been seized, confiscated, occupied, used or damaged without voluntary and considered common consent by the peoples concerned.
2- إن لشعوب الشمال الأصلية الصغيرة الحق في استعادة الأراضي والموارد والأقاليم التي خضعت في أي وقت للاستيلاء، أو المصادرة، أو الاحتلال، أو الاستغلال أو الضرر بدون رضا الشعوب المعنية وموافقتها المشتركة، أو حق الحصول على تعويض عنها فيما لو استحال تحقيق ذلك كله.

5. The indigenous small peoples of the North have the right to practise their spiritual and religious traditions, customs and ceremonies; the right to maintain, protect, and have access in privacy to their ancestral burial sites, religious and cultural sites; the right to the use, restoration and control of ceremonial places and objects; and the right to the reburial and repatriation of human remains.
5- إن لشعوب الشمال الأصلية الصغيرة حق ممارسة عاداتها وتقاليدها وشعائرها الروحية والدينية؛ وحق الحفاظ على مدافن أجدادها ومواقعها الدينية والثقافية وحمايتها والوصول إليها بمفردها؛ وحق استخدام أماكن وأدوات الطقوس واستعادتها والتصرّف بها؛ وحق إعادة دفن رفات البشر وإعادتها إلى الوطن.

6. The indigenous small peoples of the North Indigenous peoples have the right to revitalize, use, develop and transmit to future generations their languages, oral traditions, writing systems and literatures, and to designate and retain or reinstate their own names for communities, places and persons.
6- إن لشعوب الشمال الأصلية الصغيرة حق إحياء لغاتها، وتعاليمها الشفهية، ونظم كتابتها وآدابها، واستخدامها وتطويرها ونقلها للأجيال القادمة، وإعادة استعمال أسمائها للجماعات والأماكن والأشخاص واطلاق هذه الأسماء عليهم والمحافظة عليها.

The special-programme method of providing State support to the small indigenous Minorities of the North is one of the mechanisms used for establishing the conditions for their sustainable economic and social development.
من الآليات الناجعة لتهيئة مناخ التنمية الاقتصادية والاجتماعية المستدامة لشعوب الشمال القليلة التعداد أسلوب البرامج الموجهة في إطار دعم الدولة لهذه الشعوب.
