The experience of the past few years has clearly shown that the Organization’s tasks with respect to the small Territories are less onerous when it receives the full cooperation of the administering Powers concerned and when the peoples of the Territories are accorded a genuine opportunity to express their true aspirations.
فقد أظهرت تجارب السنوات القليلة الماضية بوضوح أن مهام المنظمة بالنسبة لﻷقاليم الصغيــرة تكون أقل مشقة عندما تحظى بالتعاون الكامل من جانب الدول القائمة باﻹدارة، وعندما تتاح لشعوب تلك اﻷقاليـــم فرصــة حقيقية للتعبير عن تطلعاتها الصادقة.

Therefore, there was a need to redouble efforts to convince the administering Powers that they must abide by the provisions of the Charter of the United Nations, guarantee the progress of the peoples administered by them on all fronts and preserve their resources, particularly natural resources, as such resources were indeed the property of the peoples of the Territories.
كذلك من المهم مضاعفة الجهود لاقناع السلطات الإدارية بأن تحترم أحكام ميثاق الأمم المتحدة ، وأن تكفل تقدم الشعوب الواقعة تحت إدارتها فى كل المجالات ، وأن تحمى مواردهم ، خاصة مواردهم الطبيعية ، بما يحقق الأفضل لشعوب تلك الأقاليم.

1. Reaffirms the inalienable right of the peoples of the Territories to self-determination, in conformity with the Charter of the United Nations and with General Assembly resolution 1514 (XV), containing the Declaration on the Granting of Independence to Colonial Countries and Peoples;
1 - تؤكد من جديد ما لشعوب تلك الأقاليم من حق غير قابل للتصرف في تقرير المصير، عملا بميثاق الأمم المتحدة وقرار الجمعية العامة 1514 (د-15) المتضمن إعلان منح الاستقلال للبلدان والشعوب المستعمرة؛

Emphasizing that measures should be taken to ensure that human rights are not exploited as a means of conditionality for loans, aid or trade, which then unduly results in the imposition of particular policies on recipient countries, thereby negatively affecting the full enjoyment of the right to development by the peoples of such countries,
وإذ تؤكد على ضرورة اتخاذ التدابير اللازمة لكفالة عدم استغلال حقوق اﻹنسان كوسيلة لفرض شروط للقروض أو المعونة أو التجارة، مما يفضي عندئذ، بغير حق إلى فرض سياسات معينة على البلدان المتلقية، ويؤثر بذلك سلبا على التمتع الكامل لشعوب تلك البلدان بالحق في التنمية،

In particular, efforts should be redoubled to intensify the dissemination of information and to provide training to the people of those Non-Self-Governing Territories.
وبوجه خاص، ينبغي مضاعفة الجهود لتكثيف نشر المعلومات وتوفير التدريب لشعوب تلك الأقاليم غير المتمتعة بالحكم الذاتي.

The signing of this agreement promises a new era of peace and cooperation for the peoples of that region.
ويبشر التوقيع على هذا الاتفاق بعصر جديد من السلم والتعاون لشعوب تلك المنطقة.
