Mr. Laassel (Morocco) (spoke in French): My statement will address agenda item 42 on the Global Agenda for Dialogue among Civilizations, and agenda item 43 on a culture of peace.

Mr. Laassel (Morocco), Rapporteur, introducing document IDB.23/L.1, said that it merely represented the framework of the report. Owing to time constraints, there had been no meeting of the Friends of the Rapporteur during the session.

68. Mr. Laassel (Morocco) pointed out that the Charter of the United Nations made no reference to the mechanism of a referendum and in no way made self-determination equivalent to independence.

62. Mr. Laassel (Morocco) said that terrorism, which targeted its victims blindly and without distinction, could not be associated with any particular religion, civilization, State or nation.

20. Mr. Laassel (Morocco) said that a coordinated and integrated approach to human rights was necessary and that the politicization and use of human rights to undermine States' stability must be avoided.
20 - السيد لعسل (المغرب): قال إن من الضروري أن يؤخذ بنهج منسق ومتكامل إزاء حقوق الإنسان. ودعا إلى تجنب تسييس حقوق الإنسان واستخدامها لزعزعة استقرار الدول.

12. Mr. Laassel (Morocco), speaking on behalf of the Movement of Non-Aligned Countries, said that the Movement was committed to supporting all efforts to ensure the effectiveness of special political missions.

70. Mr. Laassel (Morocco) said that he was puzzled that Algeria claimed it was not a party to the dispute, and yet believed that it could intervene.

Mr. Laassel (Morocco) (spoke in French): Mr. President, as this is the first time that my delegation has taken the floor during your presidency, I would like to congratulate you on your assumption of the presidency and also commend the efforts of the other presidents.

Mr. Laassel (Morocco) (spoke in French): Again applying the logic that the report should reflect what has occurred rather than what has not, we were in favour of deleting this paragraph.

Mr. Laassel (Morocco) said that Morocco was determined to continue to promote the development of humanitarian law and attached the highest priority to the protection of civilians.
48- السيد لعسل (المغرب) قال إن المغرب عازم على الاستمرار في النهوض بتطوير القانون الإنساني وإنه يولي أهمية بالغة لحماية المدنيين.

70. Mr. Laassel (Morocco) said that violence against children was one of the worst of human rights violations and combating it represented a great challenge for society as it involved protecting children from abuse, preserving their dignity and ensuring appropriate conditions for their development.
70 - السيد لعسل (المغرب): قال إن العنف ضد الأطفال هو أحد أسوأ انتهاكات حقوق الإنسان وتمثل مكافحته تحدياً كبيراً للمجتمع، بالنظر إلى أنها تنطوي على حماية الأطفال من سوء المعاملة، وحفظ كرامتهم، وضمان الظروف المناسبة لنموهم.

60. Mr. Laassel (Morocco) reiterated his Government's firm commitment to the political process that was taking place against a background of the neutrality of the Secretariat, the impartiality of MINURSO, the predictability of the negotiation process and the transparency of its facilitation.
٦٠ - السيد لعسل (المغرب): كرر التزام حكومته الراسخ بالعملية السياسية الجارية في مواجهة خلفية من حياد الأمانة العامة، ونزاهة بعثة الأمم المتحدة للاستفتاء في الصحراء الغربية، وإمكانية التنبؤ بعملية المفاوضات وشفافية تيسيرها.

20. Mr. Laassel (Morocco), speaking in his capacity as Coordinator on issues covered by agenda items 9, 10 and 11, introduced the report (CCW/AP.II/CONF.13/2) he had drafted on the basis of consultations held by the High Contracting Parties to Amended Protocol II and the observations they had made during the work of the Group of Governmental Experts.

Mr. Laassel (Morocco) said that his delegation had studied document IDB.23/10 with interest. It believed that decentralization should be carried out by providing field offices with highly qualified personnel and sufficient financial resources to enable them to respond effectively to the expectations of the developing countries.
