وتطلب إلى الدول أن تتخذ تدابير تكفل عدم قيام أي سفــن صيــد تحمل علمهــا الوطنــي بالصيد في المناطق الخاضعـــة للولايـة الوطنية لدول أخرى ما لم يكن مأذونا لها بذلك مــن السلطــات المختصة للدولة أو الدول الساحليــة المعنية، وينبغي لعمليات الصيد المأذون بها علـى هــذا النحو أن تتــم وفقا للشـروط المحــددة في الاذن.

The Assembly also called upon States to take the responsibility to adopt measures to ensure that no fishing vessels entitled to fly their national flags fished in areas under the national jurisdiction of other States unless duly authorized by the competent authorities of the coastal State or States concerned and that such authorized fishing operations should be carried out in accordance with the conditions set out in the authorization.
كما طلبت الجمعية العامة إلى الدول أن تضطلع بمسؤولية اتخاذ تدابير تكفل عدم قيام أي سفن صيد تحمل علمها الوطني بالصيد في المناطق الخاضعة للولاية الوطنية لدول أخرى ما لم يكن مأذونا لها بذلك، حسب اﻷصول، من السلطات المختصة في الدول الساحلية المعنية، وينبغي لعمليات الصيد المأذون بها على هذا النحو أن تتم وفقا للشروط المحددة في اﻹذن.

52. Encourages States and entities referred to in the Convention and in article 1, paragraph 2 (b), of the Agreement to give due consideration to participation, as appropriate, in regional and subregional instruments and organizations with mandates to conserve non-target species taken incidentally in fishing operations;
