The main message that the Council may wish to convey in this respect is the centrality of these issues, both to the effective pursuit of the development goals of the Millennium Declaration and the capacity of the United Nations system to lend its full support to this effort.

88. In its resolution 57/337, the General Assembly called on me to undertake a detailed review of the capacity of the United Nations system for conflict prevention.
88 - وقد طلبت إليَّ الجمعية العامة في قرارها 57/337 إجراء استعراض تفصيلي لقدرة منظومة الأمم المتحدة على منع نشوب الصراعات.

In its resolution 57/337 the General Assembly requested the Secretary-General to " submit a detailed review of the capacity of the United Nations system in the context of the report on the implementation of the present resolution " .

9. The review of the existing capacity of the United Nations system undertaken in preparation of the present report shows that the system has begun actively to mobilize its resources in order to adapt and respond to the new challenges to international peace and security.

The diverse and unique situations in programme countries, their evolving development priorities and the fast changing development challenges require that the capacity of the United Nations system in the countries be regularly adjusted so that its operational support remains fully aligned with countries' own priorities and policies for development.
2 - ويقتضي تنوع الأوضاع وتفردها في البلدان المستفيدة من البرامج، وتغيّر أولوياتها الإنمائية والتحديات الإنمائية السريعة التغير فيها، تكييفا منتظما لقدرة منظومة الأمم المتحدة على الصعيد القطري ليبقى الدعم الميداني الذي تقدمه متماشيا بشكل تام مع أولويات البلدان وسياساتها الإنمائية.

(a) The establishment of UN-Women is both a much-needed enhancement of the capacity of the United Nations system to champion gender equality and the empowerment of women and a pioneering effort by a United Nations entity that supports both global normative processes and operational activities at country level;
(أ) أن إنشاء هيئة الأمم المتحدة للمرأة يمثل على حد سواء تعزيزا مطلوبا بشكل كبير لقدرة منظومة الأمم المتحدة على مناصرة مبدأ المساواة بين الجنسين وتمكين المرأة، ومجهودا رائدا يبذله كيان تابع للأمم المتحدة يدعم كلا من العمليات المعيارية العالمية والأنشطة التشغيلية على الصعيد القطري؛

43. From 2007, the Department has enhanced its ability to identify, analyse and understand security threats against the United Nations by developing and refining a security risk management architecture to maximize the ability of the United Nations system to operate in high-risk environments.
43 - منذ عام 2007 ظلت الإدارة تعمل على تعزيز قدرتها من أجل تحديد وتحليل وفهم التهديدات الأمنية التي تتعرض لها الأمم المتحدة من خلال وضع وصقل هيكل لإدارة المخاطر الأمنية تعظيماً لقدرة منظومة الأمم المتحدة على العمل في بيئات المخاطر المرتفعة.

According to the report, the Department has enhanced its ability to identify, analyse and understand security threats against the United Nations by developing and refining a security risk management architecture to maximize the ability of the United Nations system to operate in high-risk environments (ibid., para. 43).
