On 25 July, at a meeting held on the basis of the report of the Secretary-General on UNMIK (S/2008/458), the Council was briefed by the Special Representative of the Secretary-General for Kosovo and Head of UNMIK, Lamberto Zannier, who drew the Council's attention to the fact that the fundamental changes on the ground had contributed to " a profoundly new operating reality for the Mission " .
