The Special Rapporteur welcomes the positive approach promoted with respect to the use of the Internet and recalls in this regard paragraph 92 of the Durban Declaration according to which States recognize the need to promote the use of new information and communication technologies, including the Internet, to contribute to the fight against racism, racial discrimination, xenophobia and related intolerance.

The Special Rapporteur welcomes the positive use of the Internet and recalls in this regard the relevant provisions of the Durban Declaration (para. 92), under which States recognize the need to promote the use of new information and communication technologies, including the Internet, to contribute to the fight against racism, racial discrimination, xenophobia and related intolerance.

The Durban Declaration (para. 92) and Programme of Action (para. 140) recognize the need to promote the use of new information and communications technologies, including the Internet, to contribute to the fight against racism, racial discrimination, xenophobia and related intolerance, and that new technologies can assist the promotion of tolerance and respect for human dignity, and the principles of equality and non-discrimination.
