75. The source alleges that this failure to implement the Parliament's recommendations is a violation of the Declaration on the Protection of All Persons from Enforced Disappearance and is obstructing the rights to truth, justice and redress of the relatives of the disappeared persons.

He recalled that, according to the Declaration on the Protection of All Persons from Enforced Disappearance and most international instruments, military courts were not competent to rule on cases of human rights violations because they were not military offences; such crimes, whose victims were generally civilians, should therefore be dealt with by civilian courts.

6. Regarding the implementation of the Declaration on the Protection of All Persons from Enforced Disappearance ( " the Declaration " ) by the State of Honduras, the Working Group expressed the following views:

74. During the period under review, the United Nations Department of Public Information carried out activities to promote the Declaration on the Protection of All Persons from Enforced Disappearance as part of an overall communications strategy to publicize the work of the United Nations in the field of human rights.
74 - خلال الفترة قيد الاستعراض، اضطلعت إدارة شؤون الإعلام بالأمم المتحدة بأنشطة ترمي إلى الترويج للإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري، وذلك كجزء من استراتيجية إعلامية شاملة الغرض منها التعريف بأعمال الأمم المتحدة في ميدان حقوق الإنسان.

3. In conformity with resolution 53/150, the Department of Public Information, United Nations Secretariat, has undertaken several activities, including distribution of the full text of the Declaration on the Protection of All Persons from Enforced Disappearance, published by the former Centre for Human Rights of the Secretariat.
3 - ووفقا للقرار 53/150 نفذت إدارة شؤون الإعلام بالأمانة العامة للأمم المتحدة عدة أنشطة، منها توزيع النص الكامل للإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري، الذي نشره مركز حقوق الإنسان التابع للأمانة العامة سابقا(1).

74. During the period under review, the activities of the Department of Public Information to promote the Declaration on the Protection of All Persons from Enforced Disappearances were part of an overall communications strategy to promote the work of OHCHR, the Commission on Human Rights and treaty bodies, as well as the work of the special rapporteurs, experts and working groups.
74 - شكّلت أنشطة إدارة شؤون الإعلام المتعلقة بالترويج للإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري، خلال الفترة قيد الاستعراض، جزءا من استراتيجية الاتصالات العامة المتعلقة بالترويج لعمل مفوضية الأمم المتحدة لحقوق الإنسان، ولجنة حقوق الإنسان، والهيئات المنشأة بموجب معاهدات، فضلا عن عمل المقررين الخاصين والخبراء والأفرقة العاملة.

On 30 August 2012 the Committee and the Working Group on Enforced or Involuntary Disappearances issued a joint public statement on the occasion of the second International Day of the Victims of Enforced Disappearances, in which experts of the two bodies reminded States to continue promoting and giving full effect to the Declaration on the Protection of All Persons from Enforced Disappearance as well as to the Convention.
وفي 30 آب/أغسطس 2012، أصدرت اللجنة والفريق العامل المعني بحالات الاختفاء القسري أو غير الطوعي بياناً عاماً مشتركاً بمناسبة يوم الأمم المتحدة الدولي الثاني لضحايا الاختفاء القسري، ذكَّر فيه خبراء من هاتين الهيئتين الدول بمواصلة الترويج للإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري والاتفاقية ووضعهما موضع التنفيذ التام.

30. On 18 December 2012, the Working Group issued a public statement on the occasion of the twentieth anniversary of the Declaration on the Protection of All Persons from Enforced Disappearance, in which it emphasized that all States should take immediate action to demonstrate their resolve against enforced disappearance, including signing and ratifying the International Convention for the Protection of All Persons from Enforced Disappearance.
30 - وفي 18 كانون الأول/ديسمبر 2012، أصدر الفريق العامل بياناً عاماً بمناسبة الذكرى السنوية العشرين للإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري أكد فيه أنه يتعين على جميع الدول اتخاذ إجراءات فورية للدلالة على عزمها مناهضة الاختفاء القسري بما يشمل التوقيع على الاتفاقية الدولية لحماية جميع الأشخاص من الاختفاء القسري والتصديق عليها.
