The Panel considers that there remain three entities listed under the asset freeze measures, namely, the Libyan Investment Authority, the Libyan Arab Foreign Investment Company, now renamed the Libyan Foreign Investment Company (see para. 238), and the Libyan African Investment Portfolio, sometimes referred to as LAP.

34. Lack of territorial access to the sea, isolation from world markets and high transit costs made it impossible for landlocked developing countries to be genuinely competitive in the world trading system and hindered their economic development. That geographical situation also made them unattractive to Foreign Investment and other financial flows, further excluding them from the cycle of the international economic system.
34 - وأوضح أنه من المستحيل بالنسبة للبلدان غير الساحلية النامية أن تتنافس بصورة حقيقية في نظام التجارة العالمي وذلك لنقص المنافذ البرية إلى البحر والعزلة عن الأسواق العالمية وتكلفة النقل العابر، مما يؤدي إلى إعاقة التنمية الاقتصادية لديها؛ بالإضافة إلى أن هذا الموقع الجغرافي يجعلها في وضع غير جذاب للاستثمارات الخارجية وكذلك للتدفقات المالية الأخرى.

In particular, during the visit, it was clear that the Chadian authorities were aware that the Qaddafi regime owned the Hotel Kempinski, through the Libyan Arab Foreign Investment Company, and the Banque Commerciale du Chari, which is 50 per cent owned by the Libyan Foreign Bank (now delisted, but previously listed under the terms of the original asset freeze measures).
