21. The Human Rights Council shall consider consistent patterns of gross and reliably attested violations of human rights and fundamental freedoms brought to its attention by the second WG as frequently as needed, but at least once a year.
21- ويقوم مجلس حقوق الإنسان، كلما اقتضى الأمر ذلك، ولكن على الأقل مرة واحدة في السنة، بالنظر في الأنماط الثابتة للانتهاكات الجسيمة المؤيدة بأدلة موثوق بها لحقوق الإنسان والحريات الأساسية التي يوجه انتباهه إليها الفريق العامل الثاني.

103. The Council shall consider consistent patterns of gross and reliably attested violations of human rights and fundamental freedoms brought to its attention by the Working Group on Situations as frequently as needed, but at least once a year.

15. The second WG is requested, on the basis of the information and recommendations provided by the first WG, to present the Human Rights Council with a report on consistent patterns of gross and reliably attested violations of human rights and fundamental freedoms and to make recommendations to the Council on the course of action to take, normally in the form of a draft resolution or decision with respect to the situations referred to it.
15- ويتعين على الفريق العامل الثاني، بالاستناد إلى المعلومات والتوصيات المقدمة من الفريق العامل الأول، أن يوافي مجلس حقوق الإنسان بتقرير عن الأنماط الثابتة للانتهاكات الجسيمة المؤيدة بأدلة موثوق بها لحقوق الإنسان والحريات الأساسية، وأن يقدِّم إلى المجلس توصيات بشأن الإجراء الواجب اتخاذه، ويكون ذلك عادة في شكل مشروع قرار أو مشروع مقرر فيما يتعلق بالحالات المحالة إليه.

On the basis of information and recommendations provided by the Working Group on Communications, the Working Group on Situations is mandated to present the Council with a report on consistent patterns of gross and reliably attested violations of human rights and fundamental freedoms and to make recommendations to the Council on the course of action to be taken (ibid., para. 98).
