The Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and other Celestial Bodies, envisions outer space as a province of all mankind.
إن معاهدة المبادئ المنظمة ﻷنشطة الدول في ميدان استكشاف واستخدام الفضاء الخارجي بما في ذلك القمر واﻷجرام السماوية اﻷخرى، تعتبر الفضاء الخارجي ميدانا للبشرية قاطبة.

The exploration and use of outer space, including the Moon and other celestial bodies, shall be carried out for the benefit and in the interests of all countries, irrespective of their degree of economic or scientific development, and shall be the province of all mankind.

As the Outer Space Treaty makes clear, outer space " shall be the province of all mankind " .
وعلى نحو ما توضحه معاهدة الفضاء الخارجي، فإن الفضاء الخارجي هو " ميدان للبشرية قاطبة " .

It shall be carried out for the benefit and in the interests of all States, irrespective of their degree of economic, social or scientific and technological development, and shall be the province of all mankind.
ويتم الاضطلاع بهذا التعاون لفائدة جميع الدول ومصلحتها، بغض النظر عن درجة تطورها الاقتصادي أو الاجتماعي أو العلمي والتكنولوجي، ويكون ميدانا للبشرية قاطبة.

We maintain our position that the exploration and use of outer space should be for peaceful purposes, and that its benefits should accrue to all countries through international cooperation. Outer space is the heritage of all mankind.
ونحن لا زلنا على موقفنا وهو أن استكشاف الفضاء الخارجي واستخدامه ينبغي أن يكون للأغراض السلمية، وأن منافعه ينبغي أن تصبح حقاً لجميع البلدان من خلال التعاون الدولي، ذلك أن الفضاء الخارجي إرث للبشرية قاطبة.

1. The exploration and use of the Moon shall be the province of all mankind and shall be carried out for the benefit and in the interests of all countries, irrespective of their degree of economic or scientific development.
1- يكون استكشاف واستخدام القمر مجالا للبشرية قاطبة ويكون الاضطلاع بهما لفائدة ومصالح جميع البلدان بغض النظر عن درجة نمائها الاقتصادي أو العلمي.

In reply, the view was expressed that the word " solidarity " had been included in the working paper to reflect comments made by delegations last year and that the word " solidarity " in that context was intended to underscore the idea that the exploration and utilization of outer space should be conducted in a manner that respects its nature as a province of all mankind.
وردا على ذلك، أعرب عن الرأي بأن كلمة " التضامن " أدرجت في ورقة العمل لتعكس التعليقات التي قدمتها الوفود في السنة الماضية وأن المقصود بكلمة " التضامن " في ذلك السياق هو التشديد على الفكرة القائلة إن استكشاف الفضاء الخارجي واستخدامه ينبغي أن يتما بطريقة تحترم طبيعته بوصفه ميدانا للبشرية قاطبة.

9. Some delegations expressed the view that there were certain inconsistencies between the principle of " common heritage of mankind " expressed in article 11 of the Moon Agreement and the principle of " province of all mankind " enshrined in article I of the Outer Space Treaty and expressed the need for a clarification of those principles.
9- وأبدى بعض الوفود رأيا مفاده أن هناك قدرا من التضارب بين مبدأ " التراث المشترك للبشرية " ، الوارد في المادة 11 من اتفاق القمر، ومبدأ " ميدان للبشرية قاطبة " المرسى في المادة الأولى من معاهدة الفضاء الخارجي، ورأت تلك الوفود ضرورة توضيح هذين المبدأين.

10. Some delegations expressed the view that the principle of " common heritage of mankind " and the principle of " province of all mankind " had separate scopes and targeted different activities, relating to the exploitation of resources on the Moon and other celestial bodies on the one hand, and to the general exploration and use of outer space on the other.
10- وأعرب بعض الوفود عن رأي مفاده أن مبدأ " التراث المشترك للبشرية " ومبدأ " ميدان للبشرية قاطبة " لهما نطاقان منفصلان ويستهدفان أنشطة مختلفة تتعلق باستغلال الموارد الموجودة على سطح القمر والأجرام السماوية الأخرى، من ناحية، وباستخدام الفضاء الخارجي واستكشافه بصفة عامة، من ناحية أخرى.

" When deciding the modalities of their cooperation, States should take into account, particularly in the framework of multilateral cooperation, the solidarity and equity that should prevail in the exploration and utilization of outer space for peaceful purposes, as a province of all mankind. "

Those States that sit on the Security Council have a responsibility to rise above national or regional interests and act in the wider interests of mankind.
إن الدول الأعضاء في مجلس الأمن تتحمل المسؤولية عن تجاوز المصالح الوطنية والإقليمية والعمل في خدمة المصالح العريضة للبشرية قاطبة.

As a result all countries would genuinely be able to channel their limited resources into the peaceful uses of outer space, with consequent benefits for all humankind.
ونتيجة لذلك، فإن جميع البلدان ستتمكن بصدق من توجيه مواردها المحدودة إلى الاستخدامات السلمية للفضاء الخارجي، بما يترتب على ذلك من فوائد للبشرية قاطبة.

Clear objectives were needed to achieve long-term goals for ensuring that the benefits of space science and technology would be available to the whole of humanity.
وذكر أن وضوح الأهداف أمر ضروري لبلوغ الغايات الطويلة الأجل فيما يتعلق بكفالة إتاحة منافع علوم وتكنولوجيا الفضاء للبشرية قاطبة.
